JOB DUTIES AND RESPONSIBILITIES:

This individual is responsible for all supervisory duties, including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing work, approving leave and taking disciplinary actions as appropriate. This position is ultimately responsible for all computer and network resources as well as all IT staff at Orange County Health Department. It is highly technical work designing/implementing and managing 9 IT Employees. In addition, this position is responsible for coordinating all software and web development and ensuring the safety and integrity of all electronic data and directs the allocation and utilization of all IT resources. This includes all IT staff as well as all IT hardware and software to ensure all staff have the IT resources required to do their job properly.

Performs comprehensive planning for and directs the implementation of all IT related projects. Provide guidance, training and direction to all IT staff in diagnosis, repair and maintenance of hardware, software, programming, web and networking problems. The incumbent is also responsible for hiring, training, supervising, communicating, motivating, promoting, mentoring, disciplining or recommending such actions of employees and support personnel.

Research, review and evaluate new technical developments to ensure the best IT resources and solutions possible are available to the programs.

Ensure all Orange County staff receive adequate computer-related training needed to perform their jobs.

Monitor and direct the purchasing of all IT related equipment or software.

Ensures the safety, security and integrity of all electronic data.

Performs related work as required

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:

Ability to provide effective leadership to IT Department staff.

Ability to maintain and repair all types of computer hardware and software.

Ability to manage and control IT budget to remain within accepted budget guidelines.

Knowledge and ability to ensure the integrity, protection and security of all electronic data.

Knowledge of web and software development methodology and procedures.

Thorough and in-depth knowledge of FDOH approved desktop software such as Microsoft Office and Windows.

MINIMUM QUALIFICATIONS:

This position is a full-time, in-office position. You must be willing to physically come in the office to perform the duties and responsibilities of the position.

This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship.

A minimum of 10+ years verifiable experience in troubleshooting networks within a TCP/IP environment.

A minimum of 10+ years Networking experience with windows Operating Systems and PC Repair.

A minimum of 10+ years supervisory or management experience within an Information Technology program.

Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a Special Needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in-state and/or out-of-state deployment.

*This position performs comprehensive planning for and directs the implementation of all IT related projects; provides guidance, training and direction to all IT staff in diagnosis, repair and maintenance of hardware, software, programming, web and networking problems; and is responsible for hiring, training, supervising, communicating, motivating, promoting, mentoring discipling or recommending such actions of employees and support personnel. Twenty (20) years of experience in computer support for current Windows systems, office applications and computer hardware or ten plus (10+) years of experience as described above and either: (a) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college or (b) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems. Ten plus (10+) years supervisory or management experience within an Information Technology program. This position requires possession of a valid driver’s license.
