Job summary

Manpower, Inc. is seeking a Construction Program Manager 5 in Pecos, TX to serve as the owner’s representative on the early works program. You will oversee the GC, ensure safe execution, and manage cost, schedule, and risk with executive visibility to stakeholders.

Ideal candidates bring 10+ years in datacenter or mission-critical construction, strong communication, and the ability to escalate issues promptly while maintaining contractor accountability. This role is on-site in Pecos, TX.

Qualifications

• High School Qualification or equivalent is required.
• 10+ years' experience in datacenter construction or mission-critical environments.

Responsibilities

• Serve as the day-to-day owner’s representative in the field, overseeing the GC to ensure safe, high-quality early works execution.
• Own Microsoft visibility, oversight, and escalation of issues affecting the program while holding GC accountable for means, methods, safety, and execution.
• Lead development and reporting of safety, scope, schedule, budget, and risk; maintain direct fiscal responsibility for the approved project budget.
• Review cost and KPI metrics, invoices, and policy communications; provide weekly project status reporting on scope, schedule, and budget.
• Support vendor management and contract compliance by preparing RFPs, PERs, and approval documentation; validate vendor costs including pay applications and change orders.
