Job Title: Data Architect – Enterprise Modernization / IV&V
Engagement: 12 month + potential ext
Overview:
We are seeking an experienced Data Architect to support our customer. This is an excellent opportunity for a senior data professional with experience supporting large-scale enterprise modernization, legacy-system replacement, data migration, data integration, and highly regulated information environments.
The Data Architect will serve as a senior technical subject-matter expert supporting Independent Verification & Validation (IV&V) activities. This role is focused on independently assessing architecture, data migration, quality, integrations, testing, security, and modernization readiness—not owning day-to-day application development.
What You'll Be Doing
- Review current-state and proposed enterprise data architectures, database designs, schemas, and data models.
- Evaluate conceptual, logical, and physical data models and ensure architectural consistency across the solution.
- Assess data migration and conversion strategies, including source-to-target mappings, transformation logic, sequencing, reconciliation, and cutover readiness.
- Evaluate data profiling, cleansing, deduplication, completeness, accuracy, and data-quality controls.
- Identify risks involving historical data, referential integrity, duplicate identities, incompatible data formats, downstream dependencies, and potential data loss.
- Review ETL/ELT processes, APIs, system interfaces, messaging, XML/data-exchange structures, and batch/real-time integrations.
- Assess interoperability and data exchanges between AIMS, other FDLE systems, and external criminal-justice partners.
- Review functional and non-functional data requirements and verify requirements traceability through architecture, development, testing, and implementation.
- Evaluate system integration testing, interface testing, test data, test coverage, acceptance criteria, and cutover readiness.
- Review data governance, metadata, lineage, access controls, auditability, retention, configuration management, and change-control practices.
- Evaluate backup/recovery, high availability, operational readiness, and disaster-recovery considerations.
- Identify architecture and data risks and provide clear, actionable remediation recommendations.
- Contribute to IV&V assessments, periodic review reports, risk findings, executive briefings, and project-status reviews.
- Work with technical teams, project leadership, business stakeholders, and oversight organizations while maintaining the independence required of an IV&V function.

- ETL / ELT and enterprise data integration
- Data profiling, cleansing, reconciliation, and data-quality management
- APIs, interfaces, messaging, and multi-system integrations
- Data governance, metadata, lineage, and auditability
- Requirements management and traceability
- SDLC, system integration testing, acceptance testing, and implementation readiness
- Legacy-system modernization
- Technical architecture reviews and risk assessments
- Executive-level technical documentation and stakeholder communication
Preferred Technology Experience
Candidates with experience in the following environments will be especially attractive:
- Oracle Database and/or Microsoft SQL Server
- ETL/ELT and enterprise integration technologies
- API and messaging architectures
- Modern Azure data integration, analytics, warehouse/lake, or governance technologies
- SharePoint, Visio, Microsoft Project, Excel, PowerPoint, and Word
Highly Desirable
- Previous U.S. federal, state, or local government IT modernization experience
- Florida public-sector technology experience
- Law-enforcement, public-safety, courts, corrections, or justice-information systems
- Records-management, case-management, investigative, or criminal-history systems
- NIEM, XML, IEPD, or Interface Control Document (ICD) experience
- Project assurance, technology assessment, IT governance, or architecture-review experience
- Florida DMS Rule 60GG-1 / Category 4 project oversight knowledge
- Experience with high-volume, mission-critical transactional systems
- High availability, disaster recovery, backup/recovery, data retention, and auditing
