Overview

The Vermont Department of Housing and Community Development (DHCD) is seeking a professional with experience in website content management, database management, data visualization, process improvement, and project management.

Overview

The Vermont Department of Housing and Community Development (DHCD) is seeking a professional with experience in website content management, database management, data visualization, process improvement, and project management. This position reports to Department leadership and plays a critical role in the execution and operationalization of department strategic initiatives, especially as regards technology and data. This position serves in a department-wide role and will work closely with program staff and subject matter experts to understand the operational needs of programs as regards data and technology and advise and support them with both in-house solutions and engaging with third-party vendors. It will be important that this position understand the process workflows of the department its programs. The ability to think creatively about IT solutions to operational challenges is critical. Data management, reporting, and visualization are a key component of this role. The department has collaborated with partner agencies to develop and improve housing data reporting mechanisms via analysis to produce state, regional, and municipal housing targets, paired with a variety of reporting mechanisms including publicly accessible dashboards. This position will be a key stakeholder in the Vermont Housing Data Advisory Group which collaborates on these efforts and will be a key stakeholder in updating future housing targets, reporting on progress to those targets, and modernizing data collection mechanisms to improve data accuracy. In addition to supporting the department with data and process improvement, this position will update and maintain department website architecture, including posting/editing content, creating page templates, and supporting program staff to ensure compliance with new federal web accessibility standards. The ideal candidate will be mission-driven, have experience in the public or private sector with complex IT projects, database management, and data reporting. Experience in Power BI, Excel, SQL, Azure DevOps, and other data management and visualization tools is ideal. A successful candidate will be able to match their technical skillset with an ability to think strategically and understand business needs. This position will play a critical role in supporting the Department of Housing and Community Development in delivering on the most ambitious housing and community development goals in Vermont in decades.

Minimum Qualifications

Masters' degree AND two (2) years of recent data administration, business analysis, statistics, or design work.

OR

Bachelor's degree AND four (4) years of recent data administration, business analysis, statistics, or design work.

OR

Associate degree AND six (6) years of recent data administration, business analysis, statistics, or design work.

OR

8 years of recent experience in workforce information and data administration, analysis, statistics, or IT systems design.
