This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

This position serves as the Data Steward and lead for all data, reporting and research related IT-initiatives in the Wisconsin Department of Children and Families (DCF) Division of Early Care and Education (DECE). The individual in this position will be responsible for performing professional business processes and representing all DECE bureaus and program areas during IT-related design, development, coordination, implementation, and evaluation processes with the DCF Bureau of Information Technology Services (BITS) for all DECE data, analytics, reporting, research, monitoring and evaluation initiatives. In coordination with DECE leadership and the BOP IT System Application Lead, this position will direct the development of DECE processes to streamline and standardize the way application and data IT-related projects are shared with BITS to improve the prioritization, cost estimation, and delivery outcomes of each project. This individual will also be the primary reviewer of current DECE data, analytics, reporting, research, monitoring and evaluation IT-related policies and procedures to improve the overall efficiency of processes, make recommendations for and lead implementation of changes based on new IT methods or other improved business process suggestions.
This position acts as the DECE liaison for any data governance, safeguarding and security as it relates specifically to DECE program data and IT systems. This position is the division’s business systems expert of data safeguards, data stewardship, and data sharing related to state and federal laws, rules, and regulations. The individual in this position is responsible for identifying and developing data sharing agreements, memoranda of understanding, and other compacts related to data safeguarding and permissive use with other state and federal agencies, and external public and private entities, and working with DCF contract management staff, Bureau of Strategic Agency Programs (BSAP), and the Office of Legal Counsel (OLC) to ensure compliance with DCF requirements for such agreements.
The classification title for this position is IS Business Automation Consultant/Administrator. The starting salary is between $47.00 and $62.00 per hour ($97,760 and $128,960 annually), depending on qualification s.Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
The pay schedule/range is 07-32. A one-year probationary period may be required.
Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.
