Qualifications

• Bachelor's degree and 7+ years of analytical or technical experience supporting complex projects or programs.
• Strong interviewing skills to elicit detailed information from diverse stakeholder groups.
• Exceptional documentation skills to synthesize information from multiple sources into clear narratives.
• Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).
• Experience with visualization tools (Tableau, Power BI).
• Detail-oriented with strong organizational skills and ability to manage multiple information streams.
• Effective written and verbal communication; able to interact with technical and non-technical audiences.
• Ability to obtain DHS EOD clearance.

Responsibilities

• Conduct structured interviews with system owners, program offices, technical leads, and end users.
• Capture detailed information on frequency, purpose of system use, user populations, and stakeholder communities.
• Document operational context including mission dependencies and criticality.
• Elicit information about pain points, workarounds, and barriers to modernization.
• Build rapport with stakeholders to gather candid insights about system performance and improvements.
• Coordinate interview scheduling and facilitate discovery conversations.
• Collect system documentation including architecture diagrams, interface specifications, and manuals.
• Gather performance metrics, SLA data, and security documentation.
• Maintain organized evidence repositories with version control and traceability.
• Support data flow and integration analysis through documentation of dependencies and data exchanges.
