Job Overview :
S2Tech is seeking an experienced Data Analyst / Business Analyst to support a healthcare and human services engagement with the State of Illinois. This role requires a versatile professional who can work across data analysis, business analysis, process improvement, reporting, requirements gathering, testing, and training development. The ideal candidate will have 5–10 years of combined Data Analyst and Business Analyst experience and be comfortable working directly with business stakeholders, technical teams, and project leadership.
This is not a purely technical data analyst position. The successful candidate must be able to analyze data and develop reports while also understanding and documenting business processes, gathering requirements, supporting IT development and testing, and translating business processes into clear training materials.
Responsibilities :
- Business & Process Analysis
- Work with business stakeholders to understand current business processes and operational needs
- Develop process flows and process documentation
- Identify opportunities for process improvement and recommend practical solutions
- Gather, analyze, document, and communicate business and functional requirements
- Work with management and stakeholders to prioritize business and information needs
- Develop business requirements, functional specifications, process maps, and related documentation
- Data Analysis & Reporting
- Acquire, organize, analyze, and interpret data from multiple sources
- Use SQL to query, analyze, validate, and troubleshoot data
- Identify trends, patterns, anomalies, and data-quality concerns within complex datasets
- Filter and clean data and identify/correct data or code-related problems
- Build and maintain reports and dashboards using Power BI and other reporting tools
- Present analytical findings in a way that can be understood by both technical and non-technical stakeholders
- Apply knowledge of data models, database design/development, and data-mining concepts
- IT Development & Testing Support
- Work collaboratively with business and IT development teams throughout the solution-development lifecycle
- Translate business needs into requirements that can be understood and implemented by technical teams
- Support established SDLC and Agile development practices
- Develop and execute test plans to validate that solutions meet documented business requirements
- Coordinate and support User Acceptance Testing (UAT)
- Document and help resolve issues identified during testing
- Training & Documentation
- Develop professional PowerPoint-based training modules that explain business processes to end users
- Develop supporting job aids, reference materials, and other training documentation as needed
- Translate complex processes and technical concepts into clear, understandable training content
- Maintain and update training materials as business processes and system functionality change
- Stakeholder Communication & Collaboration
- Facilitate meetings, presentations, and working sessions with business and IT stakeholders
- Communicate complex information clearly, both verbally and in writing
- Collaborate effectively with State client personnel, project leadership, technical teams, and other project resources
- Use SharePoint, SharePoint Lists, Microsoft Teams, and other Microsoft Office tools to organize, document, and track project work
- Manage multiple assignments and priorities while meeting project deadlines
Required Qualifications :
- Candidates should demonstrate the following:
- 5–10 years of combined Data Analyst and Business Analyst experience
- Strong hands-on SQL experience
- Experience with reporting and business intelligence tools, including Power BI. Experience analyzing complex datasets and identifying trends, patterns, and data-quality issues
- Experience with data models, databases, and data analysis techniques
- Demonstrated business analysis experience, including requirements gathering and documentation
- Experience documenting current-state business processes and developing process flows/process maps
- Ability to identify and recommend business-process improvements
- Experience working with business and IT development teams
- Experience developing or executing test plans and supporting UAT
- Demonstrated ability to develop professional PowerPoint training modules or similar end-user training materials
- Proficiency with Microsoft PowerPoint, Excel, Word, Outlook, Teams, SharePoint, and SharePoint Lists
- Strong written and verbal communication skills
- Ability to communicate effectively with both technical and non-technical audiences
- Strong attention to detail, organization, problem-solving, and time-management skills
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field
Preferred Qualifications :
- Experience supporting State Government Health and Human Services (HHS) programs or working with HHS-related data
- Experience supporting Medicaid, healthcare, or other public-sector health programs
- Proven experience functioning in a blended Data Analyst / Business Analyst role rather than exclusively in one discipline
- Experience with Business Objects or similar enterprise reporting tools
- Experience working within Agile and/or SDLC environments
- Experience facilitating meetings, workshops, requirements sessions, or stakeholder presentations. CBAP or equivalent business analysis certification
- Microsoft Power BI Data Analyst certification or similar credential
