Job summary

The New York State Department of Health is seeking a Data Analyst 2 to lead the Bureau of Data Insights and Research. You will develop BI solutions, supervise analysts, and deliver ad-hoc and scheduled reports supporting OHIP and policy teams.

Responsibilities include data visualization, pattern analysis, and contributing to the Medicaid Data Warehouse. Strong communication and mentoring are essential.

The Bureau is responsible for ad-hoc, dashboards, enrollment and fiscal analyses related to H.R.1 impacts, including community engagement and six-month renewals. The positions will also be responsible for impact analyses on the long-term care program, and 1915(c) waiver programs.

As a team lead within the Bureau, day-to-day activities of the Data Analyst 2 include:

  • Produces business intelligence solutions by querying data repositories and generating periodic reports.
  • Performs quality control mechanisms on data requests.
  • Devises methods for identifying data patterns and trends in data sources.
  • Assesses data structures and how they can be used to produce desired reports.
  • Researches new data sources and analytical tools and recommend solutions.
  • Drafts new functions or applications in programming languages to conduct analyses.
  • Creates written reports and effectively communicates/presents results.
  • Drafts documentation needs to produce requirement documents and insights from analytics.
  • Supervises a team of data and business analysts.
  • Trains new staff members on the Medicaid Data Warehouse.
Qualifications
Minimum Qualifications

Non-competitive: seven years of experience* in data visualization, and statistical models and data mining tools.

  • Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: 2 years of experience in Medicaid, including fiscal development, long term care and 1915c waiver
