The New York State Department of Health seeks a Data Analyst 2 to support NYSOH’s Reporting and Data Analytics Director in meeting evolving requirements from the Legislature, Governor’s office, and CMS. You will analyze data, generate reports, oversee vendor activities, and ensure alignment with department planning.
Responsibilities include building BI solutions, examining data sources, and communicating results effectively; experience with Tableau, R, Cognos, and SQL is preferred.
The Data Analyst 2 will have responsibility to assist the New York State of Health’s (NYSOH’s) Reporting and Data Analytics Director (Data Analyst 3) in meeting continually evolving system requirements from the New York State Legislature and Governor’s office, the Federal Government and the Center for Medicare and Medicaid Services.
The Data Analyst 2 will have responsibility to assist the New York State of Health’s (NYSOH’s) Reporting and Data Analytics Director (Data Analyst 3) in meeting continually evolving system requirements from the New York State Legislature and Governor’s office, the Federal Government and the Center for Medicare and Medicaid Services. Responsibilities will focus on data analytics including collecting, analyzing and reporting and vendor oversight and reporting. Participation and oversight include solution platform design review, internal and external interface specification review, consulting regularly with contractor staff, and working closely with vendor solution and technical teams to ensure alignment with Department planning and support. Additionally, the incumbent will assist NYSOH management as directed including with regular audits reviews from various oversight entities, including CMS, OSC, MA IG and will assist in the completion of required quarterly and annual submissions to these oversight entities. Experience with data analytics and data quality is required, including data modeling and reporting.
Non-competitive: seven years of experience* in data visualization, and statistical models and data mining tools.
Demonstrated experience in data mining, data visualization and statistical models;
Demonstrated experience in data analysis and management (e.g., database design, database optimization, transformation and load activities, query design and optimization, and experience with large-scale multi tier/multi environment databases);
Demonstrated experience in a Medicaid or health insurance related information technology program;
Experience with Tableau and;
Demonstrated strong analytical, organizational, reporting and communication abilities.
The NYSOH System is key component of New York’s Medicaid Enterprise system portfolio and provides critical support for eligibility and enrollment policy and operations for Medicaid, Child Health Plus (CHP), the Essential Plan (EP), and Qualified Health Plans (QHPs), as well as tax credits for QHPs. NYSOH is a highly-complex integrated system that assists consumers in real time determination of eligibility for coverage across multiple health care plans, serving the Modified Adjusted Gross Income (MAGI) eligible Medicaid population, CHP, and EP, as well as individuals seeking subsidized or non-subsidized coverage through QHPs. The system annually supports 250,000 webpage views, sends 20 million notices, and processes over 6 million eligibility determinations as it facilitates enrolling individuals into coverage, along with exchanging data with numerous internal and external parties, including the IRS, CMS, and the State’s core Medicaid Management Information System (MMIS).
