Job summary

The New York State Department of Health seeks a Health Programs Administrator to support the Grants Management Bureau. You will manage contracting deliverables, oversee procurement, and ensure program effectiveness across capital and non-capital initiatives.

Candidates should bring experience in administration, supervision, and cross-functional coordination. Strong written and verbal communication, together with knowledge of NYS rules, is essential for success.

Qualifications

  • Knowledge of NYS procurement guidelines, policy and procedure.

Responsibilities

  • Enter workplans into the Statewide Financial System (SFS).
  • Conduct Vendor Responsibility reviews.
  • Review and reimburse invoices.
  • Monitor grantee progress on meeting performance measures.
  • Draft contracts and move to contract execution.
  • Analyze information to identify underlying principles and determine best solutions.
  • Communicate with internal and external stakeholders via written and oral communications.

Located within the Office of Primary Care and Health Systems Management (OPCHSM), the Administrative Management Services Group (AMSG) is comprised of two bureaus with mutually exclusive job duties, and one section that support cross-over activities.

Located within the Office of Primary Care and Health Systems Management (OPCHSM), the Administrative Management Services Group (AMSG) is comprised of two bureaus with mutually exclusive job duties, and one section that support cross-over activities.

The Grants Management Bureau (GMB) supports grant initiatives across the Department of Health (DOH). GMB’s work primarily manages all health care transformation capital programs and non-capital from award level through contract development, vouchering, and contract close-out.

For non-capital contracts, GMB manages multiple rounds of awards for the Doctors Across New York (DANY) and Primary Care Service Corps (PCSC) loan relief programs.

Job Duties Include:
  • Conduct key contracting deliverables including entering workplans into the Statewide Financial System (SFS)
  • Conducting Vendor Responsibility reviews
  • Review and reimburse invoices
  • Monitor grantee progress on meeting performance measures
  • Draft contracts and move to contract execution
  • Determine appropriate sources of information; identify the underlying principles, reasons, or facts of information by breaking down information or data into separate parts
  • Analyze information and evaluate results to choose and/or recommend the best solution; and solve problems
  • Communicate with individuals inside and outside the organization, using various methods, including written communications and oral presentations, to transmit and acquire information
  • And other duties that support capital or non-capital programs within GMB
Permanent Transfer Candidates
Minimum Qualifications

Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.

Non Competitive Candidates Via NY HELPS

Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.

Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, a associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.

Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree.

Preferred Qualifications: The preferred candidate will have the following knowledge, experience and skillset:
Knowledge
  • NYS procurement guidelines, policy and procedure.
  • NYS human resources activities, including recruitment, classification and compensation and appointment.
  • Division of Budget guidelines and State Finance Law.
Experience
  • Project Management
  • Procurement, Human Resource, Account Payable and Budgeting
  • Use of the Statewide Financial System (SFS)
Skillset
  • Proficiency in the use of Word, Excel, Access, and PowerPoint.
  • Ability to work well with a team and manage multiple competing priorities is required
  • Strong written and verbal communication skills
