Job summary

New York State Department of Health’s Office of Health Insurance Programs seeks three Data Analysts 1 to support the Bureau of Data Insights and Research. The role focuses on data analytics, modeling, databooks, and BI solutions using the Medicaid Data Warehouse and Tableau to identify trends and inform budget decisions.

• Four years of experience in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience in data visualization, and statistical models and data mining tools.
• Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
• Preferred Qualifications: Experience in Medciaid (New York Medicaid preferred), experience in SQL and Tableau; Experience working with large-scale data warehouses, Experience in reporting environments

• Data analytics, deliverables, and summarized reports using the Medicaid Data Warehouse.
• SQL review of others’ work including ad-hoc, budget, and recurring requests.
• Predictive modeling.
• Provide customer service to program representatives and collaborate with stakeholders across the Division and The Office of Health Insurance Programs as it relates to both business and data domains.
• Act as a subject matter expert for databooks; including but not limited to, creation, review, backlog maintenance, and User Acceptance Testing (UAT).
• Ensure proper use of databooks by stakeholders to help inform budget and policy decisions, provide necessary training in the use of databooks.
• Tableau visualizations for trend analysis.
• Fiscal analysis for ad‑hoc requests, and budget inquiries.
• Audit support.
• Assist in creation and review of design documents.

The Office of Health Insurance Programs in the Division of Data Services & Analytics, in The Bureau of Data Insights and Research is currently seeking three Data Analysts 1 to support the work in various units located within the Bureau.

The Data Analyst 1 works with business units to develop and build models in support of analytic use cases; drafts technical requirements and data definitions; provides input on current approaches and recommends improvements to best achieve goals; reviews and suggests improvements to current or planned systems and processes; performs data extraction, aggregation, and quality checks from multiple sources and tables in support of trend identification and root cause analysis; summarizes results, creates written reports and collaborates with staff to develop business intelligence solutions.
