New York State Homes and Community Renewal (HCR) is seeking a Data Analyst to support data analysis, visualization, and reporting for the Office of Resilient Homes and Communities. The role focuses on GIS-based spatial analysis, data integrity, and program quality across the agency.
Reporting to the Director of Research and Data, you will maintain spatial and quantitative databases, update DRGR, and produce dashboards and maps.

Resilient Homes and Communities (RHC) now serves as the lead principal office responsible for the administration of New York State’s multiple CDBG-DR awards. RHC operates within the New York State Housing Trust Fund Corporation (HTFC) and the Homeownership and Community Development (HOCD) unit, which consists of the State of New York Mortgage Agency, the Affordable Housing Corporation, the Office of Community Renewal, the Office of Special Initiatives and RHC.
The Data Analyst will play a key supporting role analyzing, visualizing and reporting data for the Office of Resilient Homes and Communities. This position combines data science, spatial data analysis (GIS) with business and policy research to support reporting, decision-making, and program quality across the agency. Reporting to the Director of Research and Data, the Data Analyst will assist in maintaining spatial and quantitative databases, updating the federal Disaster Recovery Grants Reporting (DRGR) system, and producing maps, dashboards, and reports. This is an excellent opportunity for an early-career professional to gain hands‑on experience in disaster recovery policy, data integrity, and public sector data analysis.
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
