Scope of Project:
The County is seeking a Data Analyst to support data-driven decision-making by collecting, validating, analyzing, and interpreting operational and program data. The selected candidate will develop meaningful insights, create analytical reports and dashboards, support performance measurement initiatives, and provide recommendations that improve organizational effectiveness and service delivery.
Responsibilities:
- Gather, document, and maintain data requirements, business definitions, data sources, and reporting standards.
- Clean, reconcile, validate, and transform structured datasets to ensure data accuracy and consistency.
- Perform descriptive, diagnostic, trend, variance, segmentation, and forecasting analyses to support operational and strategic initiatives.
- Develop and maintain Key Performance Indicators (KPIs) and metrics measuring workforce, service delivery, process efficiency, and project outcomes.
- Create reports, dashboards, visualizations, and presentations using data visualization tools and reporting platforms.
- Interpret analytical findings and provide actionable recommendations to stakeholders and leadership teams.
- Identify data quality issues, anomalies, trends, risks, and opportunities for process improvement.
- Maintain reproducible analyses, audit trails, documentation, metadata, and version-controlled analytical assets.
- Collaborate with technical and non-technical stakeholders to understand business requirements and communicate analytical results effectively.
- Support performance management, planning, assessments, and continuous improvement efforts across departments.
- Utilize statistical methods and analytical techniques to evaluate program effectiveness and operational performance.
- Present findings and recommendations to management and business stakeholders in a clear and concise manner.
Required Skills:
- Bachelor's Degree in Data Analytics, Statistics, Economics, Business Administration, Computer Science, Information Systems, or a related field.
- Minimum 3 years of experience in Data Analysis, Business Analysis, Performance Measurement, Reporting, or Consulting.
- Strong experience with data collection, cleansing, validation, reconciliation, and transformation.
- Advanced Microsoft Excel and spreadsheet analysis skills.
- Experience creating reports, dashboards, charts, graphs, and data visualizations.
- Strong analytical, problem-solving, and critical-thinking abilities.
- Experience performing statistical analysis and interpreting data trends.
- Excellent verbal, written, and presentation communication skills.
- Experience documenting methodologies, assumptions, data sources, and analytical findings.
- Ability to work independently and collaboratively in a team environment.
Preferred Skills:
- Experience with SQL for data extraction, manipulation, and reporting.
- Experience with Power BI, Tableau, or similar business intelligence tools.
- Knowledge of Python, R, or other analytical programming languages.
- Experience working with government, public-sector, or municipal data environments.
- Experience supporting workforce analytics, operational metrics, financial analysis, or program evaluation initiatives.
- Knowledge of data governance, data quality management, and reporting best practices.
- Experience developing forecasting models and performance measurement frameworks.
