Responsibilities
Serves as a Child and Youth Services (CYS) Special Needs Program Manager and provides training to staff on strategies to facilitate positive interactions and successful inclusion of all enrolled children and youth.
Serves as Subject Matter Expert/Augmentee on the Multidisciplinary Inclusion Action Team (MIAT) and develops internal CYS teams (trainers, School Liaison Officers, managers, parents, and Program Assistants).
Advises and advocates for parents of children/youth with special needs; maintains liaison with the Exceptional Family Member Program (EFMP) to assist Army families in locating and accessing appropriate services.
Collaborates with other CYS managers, trainers, specialists, and SLOs to ensure seamless service and continuity of quality options for all children and youth; serves as a member of the Multi‑Disciplinary Team Inspection (MDTI) Team.
May be required to perform health‑related practices as reasonable accommodation for children with disabilities and identifies factors that may hinder the success of children/youth within the program environment.

Must have the physical ability to lift and carry up to 40 lbs, walk, bend, stoop, and stand on a routine basis in a child development center setting.
Qualifications
Bachelor’s degree or higher that includes at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or a closely related field such as psychology, sociology, or social work (must also include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, or social work with child/family emphasis).
OR completion of 24 semester hours in the indicated coursework plus additional related coursework or experience that provides knowledge comparable to a 4‑year degree.
Progressive experience working in a group setting with children and/or youth, including at least one year equivalent in scope and complexity to the next lower grade level.
At least two years of experience monitoring the implementation, progress, and outcomes of child and/or youth individual education plans within a large group setting (e.g., a school or comprehensive child and youth program).
Highly preferred: Bachelor’s (or higher) in Special Education, two or more years of experience developing supports for children with special needs and challenging behaviors, experience implementing Army CYS Operational Guidance for Behavior Support, experience coaching or mentoring other adults, experience working with children under 5 years of age in group settings, and experience advising or advocating for families of children with special needs.
