Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Cyberspace Operations & Acquisition SME to support the Cyber Warfare Directorate in the Mark Center, Alexandria, VA. This role focuses on coordinating IAPRs and translating cyber concerns into mission-level insights for senior DoW leadership.

The candidate will leverage decades of DoD cyberspace experience, PMO/PEO background, and an active TS/SCI clearance to produce clear, actionable briefings onsite at client facilities.

Qualifications

  • 10+ years of DoW Cyberspace Operations experience.
  • 5+ years in Defense Acquisition System; PMO/PEO expertise preferred.
  • Active TS/SCI clearance and readiness to work onsite.

Responsibilities

  • Coordinate, research, analyze, and develop Integrated Acquisition Portfolio Reviews (IAPRs).
  • Assess enterprise-level interdependencies, capability gaps, and risk mitigation options for cyber operations.

The Joint, Office of the Secretary of War, Interagency Division provides expert support services to a range of customers spanning across the Department of War, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of War (DoW). These clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have a future need for a Cyberspace Operations & Acquisition SME to support the Cyber Warfare Directorate within the Office of the Deputy Assistant Secretary of War for Platform & Weapon Portfolio Management onsite at the Mark Center in Alexandria, VA.

Responsibilities

The Cyberspace Operations & Acquisition SME will support the Cyber Warfare directorate across the gamut of Offensive Cyberspace Operations, Defensive Cyberspace Operations, and Cybersecurity concerns. Primary focus will be on coordinating, researching, analyzing, and developing 4-star level presentations called Integrated Acquisition Portfolio Reviews (IAPRs). Each IAPR will focus on enterprise-level interdependencies, capability shortfalls and gaps, and opportunities to mitigate cyber risk to mission via acquisition programs and/or cyberspace policy and authorities changes. While a technical understanding of cyberspace operations is always welcome, the ideal candidate will remain focused on the mission-level considerations, aka the "so what?" aspect of integrating cyber into the kinetic warfighting domains.

Qualifications

Required:

  • 10+ years of relevant experience with DoW Cyberspace Operations, with a primary focus on Cybersecurity
  • 5+ years of experience with the Defense Acquisition System, with a preference for PMO and PEO expertise
  • Understanding of the roles and responsibilities of the Under Secretary of War for Acquisition & Sustainment, US Cyber Command, Service Cyber Components, and other cyberspace stakeholders
  • Well‑versed in preparing presentations and info/action memos for senior DoW leadership
  • Ability to work in a fast‑paced environment and to adapt to changing government requirements
  • Master's degree
  • Active TS/SCI clearance
  • Able to work fully onsite based on client needs

Desired:

  • Previous experience supporting OSW, Joint Staff, or senior Service staffs
  • Recent experience with Integrated Acquisition Portfolio Reviews
