What You'll Do
The Cybersecurity Technical Program Manager plays a critical role in overseeing the execution and integration of cybersecurity initiatives within the organization. This position ensures the efficient operation of cybersecurity programs by managing technical projects, tracking performance metrics, coordinating personnel and budget requirements, and ensuring compliance with federal regulations and internal policies. The role requires strong organizational, leadership, and analytical skills, as well as a foundational understanding of cybersecurity, risk management, and IT infrastructure. The ideal candidate will have experience in security operations, policy compliance, training program development, and incident response.
- Key Responsibilities:
- Serve as the primary technical program lead for the Cybersecurity Program, ensuring alignment with strategic priorities and organizational goals.
- Oversee budget development and execution, ensuring financial efficiency and compliance with fiscal policies.
- Monitor manpower needs and personnel performance, providing insights and recommendations to leadership.
- Manage technical program deliverables, tracking milestones, risks, and resource allocations.
- Lead issues and task management processes, ensuring timely resolution and continuous improvement.
- Provide executive-level support, including preparing reports, analyzing operational effectiveness, and recommending enhancements.
- Act as a liaison between the Cybersecurity Program and other business units, fostering collaboration and information-sharing.
- Ensure compliance with internal governance frameworks and external regulatory requirements.
- Develop and implement training programs to ensure personnel are equipped with the latest cybersecurity protocols and compliance measures.
- Maintain program dashboards and reporting tools to enhance visibility into cybersecurity operations.
- Facilitate cross-functional meetings, drive key decision-making processes, and ensure effective communication across teams.
- Monitor and refine policies and procedures, ensuring alignment with Department of Energy (DOE) Orders, regulatory requirements, and security best practices.
- Support internal and external audits, including audit preparation, response coordination, and implementing corrective actions.

Minimum Job Requirements
- Bachelor's degree in engineering/science discipline: Minimum 12 years of relevant experience. Normally requires a minimum of 12 years of relevant experience, with typical engineering/science experience of 15 or more years.
- Master's degree in engineering/science discipline: Minimum 10 years of relevant experience.
- PhD in engineering/science discipline: Minimum 7 years relevant experience.
- Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 20 or more years of relevant experience.

Preferred Job Requirements
- Bachelor’s degree in business administration, cybersecurity, IT, security management, finance, or a related field, OR 12 years of relevant experience.
- Experience in technical program management, security operations, policy compliance, training program oversight, financial oversight, or government financial management.
- Strong understanding of cybersecurity, IT systems, risk management, compliance frameworks, government funding, appropriations, and financial processes.
- Demonstrated experience in budget management, personnel oversight, and performance tracking.
- Excellent communication, writing, and organizational skills.
- Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and reporting tools.
- Background in program management, risk management, training development, or operational security.
- Experience with ServiceNow, SharePoint, and other technical management tools.
- Familiarity with Contractor Assurance System (CAS) and related assessment processes.
- Experience with project management methodologies and governance frameworks.
- Strong ability to bridge operational security principles with cybersecurity best practices.
- Experience in training personnel, implementing policy updates, and responding to security assessments.
- Experience with Governance, Risk, and Compliance (GRC) tools such as Archer, eMASS, Xacta, RiskVision, ServiceNow GRC, or MetricStream.
- Experience supporting or leading audit processes, including compliance audits, security assessments, and remediation efforts.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
