Job summary

Arcfield is seeking a Cyber Systems Engineer Project Manager to support a National customer in Cyber Security, Systems Engineering, and Project Management. You will coordinate forums, collaborate with PMs and developers, and represent the branch on budget, schedule, and performance aspects of projects.

Responsibilities include acquisition artifacts, readiness reviews, and briefing senior officials with technical recaps.

Qualifications

  • Must possess and be able to maintain a TS/SCI with Poly.
  • 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 10+ years with Ph.D.
  • Able to support customer’s core hours (0900-1500; Mon – Fri).
  • DoD 8570 certification in IAT or IAM.
  • Experience with cyber operations.
  • Experience supporting project management and acquisitions.
  • Experience with customer’s cybersecurity processes and tools (e.g., Splunk).
  • Experience in requirements analysis.
  • Strong attention to detail.
  • Ability to work in a team environment.
  • Hands-on working knowledge of Excel and other database applications.
  • Excellent oral and written communications skills.
  • Ability to support Group Level GPOCs.

Responsibilities

  • Instantiate, coordinate and facilitate engineering forums as directed by the customer.
  • Collaborate with small teams of project managers and developers to ensure successful implementation of assigned projects.
  • Represent the branch in budget, schedule and performance discussions when the customer is unavailable.
  • Act as liaison between group and developers to ensure requirements are understood.
  • Provide assessments on contractor performance to the customer.
  • Develop, maintain, and deliver acquisition artifacts to assist in performance assessments.
  • Assist in developing execution reviews, roadmaps and transition plans.
  • Develop briefings and artifacts for acquisition Readiness Reviews and Engineering Boards.
  • Provide technical recaps of customer meetings with cyber security contractors.
  • Work with customer leads to execute contracts.
  • Provide input for acquisition documentation (RCA packages, RFPs, ECPs) for review and award actions.
  • Assist in updating acquisition documents to ensure guidance is current.
  • Assess contractor performance using evaluation criteria and PM measures.
  • Participate in design reviews of hardware and software components.
  • Develop technical requirements.
  • Produce high-quality papers, presentations, and findings for senior government officials.
  • Analyze policies against Federal laws and regulations and recommend gaps closure.
  • Develop strategies to comply with privacy and risk management requirements.

Position Description

The Cyber Systems Engineer Project Manager provides support to the customer in the area of Cyber Security, Systems Engineering and Project Management. Daily Tasks include, but are not limited to:

  • Instantiate, coordinate and facilitate several engineering forums as directed by the customer.
  • Work collaboratively with small teams of project manager’s and developers to ensure successful implementation of assigned project.
  • In the absence of the customer, understand and represent the branch regarding budget, schedule and performance aspects of the project.
  • Collaborate with the stakeholders and act as the liaison between the group and developers to ensure project requirements are understood and being met.
  • Provide assessments to the customer on the development contractor’s program performance.
  • Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance.
  • Assist in the development of execution reviews, acquisition roadmaps and transition plans.
  • Develop briefings and artifacts for acquisition Readiness Reviews and Engineering Boards.
  • Provide technical recaps of customer meetings with cyber security contractors.
  • Work closely with the customer Lead and stakeholders to execute contracts.
  • Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.
  • Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.
  • Assess contractor performance using evaluation criteria and technical performance measures.
  • Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements.
  • Assist in the development of technical requirements.
  • Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials.
  • Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps.
  • Develops strategies to comply with privacy and risk management requirements.

Desired Qualifications
  • Self-starter requiring limited direction and supervision
  • Bachelor of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP)
  • Experience briefing senior customer personnel
  • Ability to organize and prioritize numerous customer requests in a fast pace deadline driven environment
  • Familiarity with the RMF process
  • Experience supporting IC or DoD in the Cyber Security Domain
  • Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint
Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, Arcfield ’s benefits offerings include, dependent upon position, Health Insurance, Life Insurance, Paid Time Off, Holiday Pay, Short Term and Long-Term Disability, Retirement and Savings, Learning and Development opportunities, wellness programs as well as other optional benefit elections. Min: $148,515.72 Max: $258,240.01
