Job summary

Arcfield in Chantilly, VA seeks a Cyber Systems Engineer Project Manager to provide SETA support in Cyber Security and Systems Engineering. You will coordinate forums, manage budgets, and liaison with developers to meet requirements, while delivering acquisition documentation and technical briefings.

The role requires DoD 8570 IAT/IAM, experience in cyber operations and requirements analysis, and strong Excel/communication skills. On-site with standard core hours, competitive benefits.

Qualifications

  • Requires TS/SCI with Polygraph clearance.
  • 12–15 years with BS/BA or 10–13 years with MS/MA or 10+ years with PhD.
  • Must support core hours 0900–1500, Mon–Fri.
  • DoD 8570 certification in IAT or IAM.
  • Experience with cyber operations and acquisitions.
  • Familiarity with Cybersecurity processes and tools including Splunk.
  • Experience in requirements analysis.
  • Strong attention to detail and teamwork.
  • Hands-on Excel and database applications; excellent oral/written communications.

Responsibilities

Program Description: The program provides Systems Engineering and Technical Assistance (SETA) core and non-core support in the areas of Cyber Security and Management to improve the Information Assurance (IA) posture of a National customer. The contracts Core Capabilities are: IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support.

Position Description: The Cyber Systems Engineer Project Manager provides support to the customer in the area of Cyber Security, Systems Engineering and Project Management. Daily Tasks include, but are not limited to:

  • Instantiate, coordinate and facilitate several engineering forums as directed by the customer.
  • Work collaboratively with small teams of project manager’s and developers to ensure successful implementation of assigned project.
  • In the absence of the customer, understand and represent the branch regarding budget, schedule and performance aspects of the project.
  • Collaborate with the stakeholders and act as the liaison between the group and developers to ensure project requirements are understood and being met.
  • Provide assessments to the customer on the development contractor’s program performance.
  • Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance.
  • Assist in the development of execution reviews, acquisition roadmaps and transition plans.
  • Develop briefings and artifacts for acquisition Readiness Reviews and Engineering Boards.
  • Provide technical recaps of customer meetings with cyber security contractors.
  • Work closely with the customer Lead and stakeholders to execute contracts.
  • Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.
  • Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.
  • Assess contractor performance using evaluation criteria and technical performance measures.
  • Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements.
  • Assist in the development of technical requirements.
  • Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials.
  • Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps.
  • Develops strategies to comply with privacy and risk management requirements.

  • Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 10+ years with Ph.D.

  • Experience with cyber operations
  • Experience supporting project management and acquisitions

Desired Qualifications
  • Self‑starter requiring limited direction and supervision
  • Bachelor of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP)
  • Experience briefing senior customer personnel
  • Ability to organize and prioritize numerous customer requests in a fast pace deadline driven environment
  • Familiarity with the RMF process
  • Experience supporting IC or DoD in the Cyber Security Domain
  • Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint
