Job summary

Noblis is seeking an experienced Policy and Strategy Analyst SME to deliver research and analysis, design and implement strategy, and work across the interagency to identify solutions. You will develop cybersecurity requirements, support RMF and ATO activities, and advise on IC policies.

The role requires TS/SCI clearance, senior-level experience, and the ability to operate across government layers in a dynamic mission-driven environment. Bethesda-based with potential hybrid work options.

Qualifications

• US Citizenship required.
• Active Top Secret Clearance with SCI and CI Polygraph.
• BA degree with 12+ years or Masters with 10+ years in relevant experience.
• Experience supporting cybersecurity policy development and risk analysis.
• Knowledge of IC cybersecurity policies, RMF/ATO processes.
• Ability to partner across IC and work independently.

Responsibilities

• Develop and publish baseline security requirements for common enterprise services.
• Conduct critical path analysis, risk assessments, and task dependency analyses.
• Develop cybersecurity requirements and constraints informing program architecture artifacts, business cases, and CONOPS.
• Provide expert guidance on cybersecurity issues, risks, and requirements.
• Demonstrate understanding of cybersecurity requirements across the IC.
• Maintain knowledge of NSS initiatives and IC policy development.
