Description

Leidos National Security Sector (NSS) is seeking an experienced Cyber Intelligence Senior Advisor to support Operations in the Information Environment (OIE), integrating cyber intelligence into influence campaigns, irregular warfare (IW) operations, and global competition planning. This position supports the joint force by synchronizing cyber intelligence with the human, informational, and physical aspects of the operational environment.

This position is on a future contract pending award announcement.

Key Responsibilities:

  • Provide expert analysis of adversary cyber capabilities, cyber-enabled influence operations, and hybrid threat activity affecting the Information Environment (IE).

  • Integrate cyber threat intelligence into irregular warfare, influence campaigns, and OIE planning to support joint and interagency mission objectives.

  • Advise OIE planners on adversary exploitation of information systems, social media platforms, and digital communication networks to influence foreign target audiences.

  • Analyze foreign cyber capabilities across the physical, informational, and human aspects of the IE to support operational design and non-kinetic targeting.

  • Collaborate with MISO, PSYOP, MILDEC, OPSEC, Electromagnetic Spectrum Operations, and space operations elements to integrate cyber into full-spectrum OIE.

  • Provide recommendations for leveraging Informational Power to support strategic competition objectives.

  • Support Measures of Effectiveness (MOE) to assess impact of cyber-integrated influence campaigns.

  • Conduct senior-level briefings on adversary cyber trends impacting Operations in the Information Environment.

Basic Qualifications:

  • Bachelor's degree or equivalent operational experience. Additional years of experience may be considered in lieu of degree.

  • 8+ years of operational experience in cyber intelligence, cyber-enabled influence operations, or multi-domain targeting.

  • Expertise in foreign state and non-state cyber capabilities, hybrid threats, information manipulation, and technical influence operations.

  • Demonstrated ability to integrate cyber intelligence into OIE campaign design, operational planning, and irregular warfare.

  • Knowledge of the Information Joint Function and Human Aspects of the IE as defined by Joint Publication 3-04.

  • Prior experience supporting Joint Staff, CCMDs, J39, J2, or Interagency cyber missions.

  • Excellent briefing and senior leader advisory skills.

Preferred Qualifications:

  • Experience supporting USSOCOM, CENTCOM, INDOPACOM, or Joint Interagency Task Forces.

  • Familiarity with PSYOP, MILDEC, OPSEC, Electromagnetic Spectrum Operations (EMSO), and Special Technical Operations (STO).

  • Knowledge of F3EAD, CARVER, social network analysis, and non-kinetic targeting methodologies.

  • Experience integrating Informational Capabilities into operational design under Joint Planning Publication 5-0.

  • Master’s degree in cyber operations, intelligence, national security, or information environment operations.

Security Clearance Requirement:

  • TS/SCI clearance.

Pay Range:
Pay Range $89,700.00 - $162,150.00
