Job summary

Leidos is seeking a Mid-Level Exercise Planner to contribute to the National Cybersecurity Exercise Program (NCEP) by delivering HSEEP-based design, development, conduct, and evaluation for exercises across the country.

You will coordinate with Senior Exercise Planners and stakeholders to ensure timely materials, manage documentation, and support end-to-end exercise execution, including post-exercise reporting and artifact creation.

Qualifications

• 5+ years experience in HSEEP exercise design, development, conduct, and evaluation.
• Ability to obtain DHS Suitability / CISA EOD.
• Experience coordinating with multiple stakeholders across technical, operational, government, and private-sector environments.
• Strong writing skills to develop polished exercise materials and post-exercise products.
• Ability to analyze complex cyber scenarios and identify gaps.

Responsibilities

• Lead and support exercise design, development, conduct, and evaluation.
• Coordinate regularly with Senior Exercise Planners, Exercise Leads, and stakeholders.
• Prepare agendas, presentations, and meeting notes for planning meetings.
• Develop core exercise documentation (CONOPS, EXPLAN, SITMAN, MSEL, COSIN).
• Support end-to-end exercise execution and post-exercise reporting (AAR).
• Maintain exercise documentation packages and registration/tracking.
• Support program operations and regional exercise activities, including on Eastern time.
