Job description

The Bureau of Workforce Development and Training, which houses the Office of Experiential Learning and the Office of Training and Professional Development, seeks to increase the knowledge and skills of the current and future workforce by providing opportunities for professional development, career counseling, mentorship, and traineeships in support of the values, vision, and mission of the New York City Health Department.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

1. Strategize with the Director of Learning and Development to standardize and operationalize equitable, inclusive training programs that align with strategic goals relating to customer experience, supervisory and leadership development in the public health field.
2. Collaborate with divisional subject matter experts to solicit input for the soft skills portfolio, including Customer Experience workshops, among other courses.
3. Design quantitative and qualitative surveys and related data-gathering tools for training and/or employee skills assessments, post-course evaluation, tracking and reporting.
4. Analyze/interpret training data and make recommendations to create and foster equitable learning spaces.
5. Design and implement skill-building activities.
6. Assist in the development and design of interactive e-learning solutions, including templates and graphics to be used for the delivery of online content.
7. Create charts and diagrams that can relay complex data quickly and easily.
8. Troubleshoot issues and coordinate solutions relating to technical issues with virtual delivery of learning content.
9. Perform other related duties and responsibilities as requested by the Senior Director of Training and Professional Development and Director of Learning and Development.

PREFERRED SKILLS:

1. 3-5 years' professional experience developing training programs and performing training and curriculum development work within a public health or human services environment.
2. Experience in Training, Adult Education and/or Course Design/Development.
3. Exceptional verbal and written communication skills.
4. Working knowledge of ADDIE, Kirkpatrick model and training evaluation and reporting.
5. Ability to research, design and implement new initiatives.
6. Prior experience working with diverse stakeholders, both internal and external, in a consultative capacity.
7. Knowledge of e-based and in-person knowledge-building platforms and learning management systems.
8. Advanced knowledge of and experience with the Microsoft Suite (e.g., Word, Excel, PowerPoint) and intermediate-level Acrobat Professional.

CITY RESEARCH SCIENTIST - 21744

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
