Job summary

Responsibilities

• Trains, mentors, supervises, and evaluates crewmembers by checking their work for efficiency and quality. Initiates corrective action as necessary.
• Supervises employees in repair, construction and maintenance of water distribution and wastewater collection systems; leak detection surveys; data collection.
• Secures and accounts for materials, stock, tools and heavy equipment.
• Interprets blueprints, construction plans, as-built drawings and maps; reads maintenance reports.
• Oversees complex repairs of mechanical equipment and piping; in-house projects including demolition and installation.
• Adheres to safety policies and procedures; performs utility calculations.
• Trains on methods and tools required for meters using ultrasonic, positive displacement, turbine, and magnetic technologies; supports diagnostics for meters."
• Guides in the use of AMI software for network communication and meter/endpoint functionality.

JOB SUMMARY

The Foreperson - Meter Services reports to a Superintendent and is primarily responsible for supervising a crew focused on the installation, maintenance, repair, and servicing of water meters within the water distribution system. This role ensures accurate metering, efficient water usage, and timely detection of issues affecting customer service and system performance.

This job has an automatic progression plan. An employee hired as a Foreperson will automatically advance to Senior Foreperson upon reaching 5 years of continuous experience as a Foreperson with SAWS.

ESSENTIAL FUNCTIONS

• Trains,mentors,supervises,andevaluatescrewmembersbycheckingtheirworkfor efficiencyandquality. Initiatescorrectiveactionasnecessary.
• Supervises employees in any of the following areas: repair, construction and maintenance of water distribution and wastewater collection systems; performance of leak detection surveys and coordination of related activities; analysis of the wastewater collection system and collection of data.
• Securesandaccounts formaterials, stock,tools andheavyequipment.
• Interprets blueprints, construction plans, as-built drawings and reads and interprets block maps, operations and maintenance manuals and maintenance reports.
• May oversee and perform complex repairs of mechanical equipment and piping systems and in-house construction projects, including equipment demolition and installation.
• Responsible for adhering to safety policies and procedures.
• Performsvariousutilitycalculations.
• Trains on methods, techniques, tools, and equipment that are required in the installation, testing, calibration, maintenance, and repair of small, medium, and large water meters that utilize ultrasonic, positive displacement, turbine, and magnetic technology.
• Support team members in the use of diagnostic tools to perform trouble shooting duties on all automated meters communication devices and determine cause of malfunctions.
• Guides in the use of AMI software to perform operational duties associated with Advanced Metering infrastructure such as network communication, and meter/endpoint functionality.
• Performsother dutiesasassigned.

DECISION MAKING

• This position works under limited supervision.
• This position is responsible for supervising 3 to 12 employees.

MINIMUM REQUIREMENTS

• High School Diploma or GED.
• Three years’ experience in operation, maintenance or construction of water or wastewater facilities.
• Depending on area of assignment: TCEQ Class "II" Wastewater Collection license, TCEQ Class "C" Groundwater Operator license, TCEQ Class "C" Wastewater Operator license, or obtain within twelve months of appointment. *
• Valid Class "C" Texas Driver’s License.
• Work Zone Traffic Control, Excavation Safety, and Confined Space Awareness and/or certification where applicable.
• Perform position specific physical testing.
• Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.

* Concrete and asphalt crew and Customer Service Crews do not need to meet this requirement.

** Customer Service Crews only require a Valid Class "C" Texas Driver’s License.

• Experience in water distribution and wastewater collection systems.
