Classification and Salary:

PROGRAM ASSISTANT I

Anticipated Hiring Range: $25.93 - $28.00/hour

Full Salary Range: $25.93 - $41.48/hour

About the Work Unit

This work unit exists to provide professional administrative support to the troop or section as assigned.

Work Environment
  • Typical work hours: Monday-Friday, 8:00 am - 5:00 pm.
  • Primary work will be in an office. Majority in-person position.
About the Job

The purpose of this position is to provide professional administrative support to the troop or section office and may include management of multiple budgets, procurement management, grant management, multi‑agency task force overtime and overtime tracking, inventory management. This position functions as the officer manager; working independently with minimal supervision. Develops internal processes, internal planning documents and supports the internal operations where needed. May assign tasks, monitor progress and workflow, check work products and establish business unit work standards. Provides program support as needed to all business units within the work unit, this may include case file and electronic document management.

Key Responsibilities
Program Support and Office Management

In the role of office manager, works independently with little or no supervision to resolve issues. Oversees and ensures that office administration functions of the business unit to which assigned are effectively carried out. Performs technical, complex and or specialized office support work, which requires the exercise of independent judgment, the application of various technical skills and detailed knowledge of the activities and procedures specific to the unit. Serves as notary public as needed. Acts as a liaison between the business unit and external partners, other staff and field units for information sharing. Manages unit records and files maintaining compliance with all retention requirements.

Responsible for the upload of agency law enforcement records and/or for responding to requests from district attorney office throughout the state as needed. Responsible for the CARS system, if so assigned, to generate monthly utilization reports along with monthly maintenance reports on all vehicles assigned to the business unit. Coordinates with the various supervisors to assure vehicles are scheduled for maintenance as necessary. Ensure NIBRS entries are entered in a timely manner. Communicates appropriately with members, internal, and external partners using any available format. Writes necessary reports that are complete, accurate, appropriate, and timely. Demonstrates an awareness of the cultural diversity of the community.

Budget, Procurement Management and Requisitions Fiscal Management

Prepares and manages the unit budget(s) in conjunction with the troop or section commander. Manages, monitors, and provides reporting on or support for grant awards as needed. Ensures adherence to state fiscal rules and maintains a precise accounting of all budget allocations made to the unit. Periodically reviews the unit budget, makes expenditures when necessary and with the approval of the section commander(s), and ensures that all expenditures are reconciled on a monthly basis. Reviews all financial transactions for completeness and accuracy using system software (CORE).

Ensures the commander(s) is kept informed of all budgetary issues in a timely manner and obtains prior approval before making expenditures. Monitors expenditures to ensure that they do not exceed existing budget allocations. Coordinates all travel arrangements for the business unit as requested. Ensures the proper use of any state‑issued credit card(s) within the business unit. Maintains adequate supplies/equipment to facilitate day‑to‑day operations in the unit. Initiates and completes the majority of all purchasing requests, vouchers, and documents.

Project Management

Assists troop and section Commanders as needed with projects of various complexity. Completes projects on‑schedule and ensures a high margin of accuracy and attention to detail. Projects may include but are not limited to: troop special event management, CDOT projects, special project overtime management, etc.

Education and Experience, Knowledge, Skills
Minimum Qualifications

Four (4) years of professional administrative, clerical, or office support experience supporting an individual, team, program or organization.

OR

A combination of related education and/or professional administrative, clerical, or office support experience supporting an individual, team, program or organization equal to four (4) years.

  • Prior state experience that is relevant to the duties and responsibilities of the position.
  • Experience providing administrative or program support within a criminal justice, law enforcement, public safety, or investigative environment.
  • Experience working with confidential, sensitive, or criminal justice related information.
  • Experience tracking grant funded expenditures, financial activity, budgets, or grant related documentation.
  • Experience with the Central Accounting Reporting System (CARS).
  • Experience with a financial system (CORE, Quicken, Excel or similar).
