BACKGROUND:

The IRC's Resettlement, Asylum, and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to gain stability and control of their future. RAI serves more than 100,000 individuals annually through various programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education, and Power.

SCOPE OF WORK:

The IRC's Home Study and Post-Release Services (HSPRS) for unaccompanied children in the U.S. operates in over 17 offices nationwide. This multi-million-dollar project has ambitious delivery goals within a short timeframe.This position is part of a 36-month contract ending on September 30, 2026.

The goals of the Home-Study Post Release Services Program (HS/PRS) are to:

  • Assess the safety and suitability of a sponsor before an unaccompanied child is released from custody into a sponsor's care (Home Study).
  • Provide case management support via remote and/or in-home visits to ensure continued safety and stability of children in sponsor homes and connect children to community resources (Post Release Services).

The Crisis Case Manager (Level 3) conducts Home Studies to evaluate a potential sponsor’s ability to meet a child's needs upon release from ORR custody, and provides intensive case management to ensure safety and stability, developing service plans that address various needs using a trauma-informed approach.

Major Responsibilities include but are not limited to:

  • Initial in-home assessment with child and sponsors, followed by weekly in-person contacts for 45-60 days, then remote services with monthly visits as needs stabilize.
  • Develop individualized, trauma-informed service plans.
  • Conduct comprehensive assessments for reunification, including interviews and home visits, with documentation within 10 days of referral.
  • Continuously assess behavioral and environmental changes impacting safety and wellbeing.
  • Provide crisis intervention and coordinate with child protective services and law enforcement when necessary.
  • Lead or support cases involving safety concerns, suicidality, or trafficking.
  • Facilitate referrals to legal, medical, educational, and social services, and support family stabilization and integration.
  • Accurately document all case activities, maintain relationships with service providers, and ensure confidentiality.

Job Requirements include but are not limited to:

  • Master's degree in social work, psychology, or relevant behavioral science with clinical experience.
  • Bilingual fluency in Spanish and English.
  • At least two years of case management experience, including assessments and service planning, with a focus on children and family reunification.
  • Experience working with immigrant populations and unaccompanied minors preferred.
  • Knowledge of local social services and ability to navigate systems.
  • Ability to travel up to 80%, including evenings and weekends.
  • Proficiency in Microsoft Office, Teams, Zoom, and related platforms.
  • Clearance and background checks required, including FBI fingerprints and child abuse checks.

Working Environment:

  • In-person case management with flexible hybrid work arrangements, requiring private workspace if remote.

Compensation: Pay ranges are based on location, experience, and internal equity. Exact offers depend on individual qualifications.
