Job summary

The Town of Garner, NC’s Garner Police Department seeks a Crime Analyst Supervisor to oversee non-sworn public safety support work, crime analysis, video review, and special event support. You will supervise analysts, manage RTIC operations, and ensure data quality for strategic planning and patrol/investigations.

Preference given to candidates with RTIC experience, supervisory background, and relevant certifications (IACA, DCI/NCIC).

Qualifications

• Bachelor's degree in Criminal Justice, Statistics, Public Administration, or a directly related major.
• At least five years of experience as a Crime Analyst.
• Mastery of Microsoft Office, including Power BI, Excel, and Access.
• Current IACA and DCI/NCIC certification or ability to obtain within 6 months if hired.

Responsibilities

• Supervise crime analysts assigned to real-time operations, investigative support, and strategic crime analysis.
• Oversee RTIC daily operations, including live camera monitoring, ALPR, CAD/RMS integration, and feeds.
• Ensure daily coverage for real-time intelligence operations and data support to patrol and investigations.
• Serve as the primary contact between RTIC and sworn supervisors from Patrol and CI.
• Maintain readiness for major incidents and EOC activations; refine real-time workflows and escalation procedures.
• Direct production of analytical products: bulletins, trend reports, patterns, hot spot maps, and investigative materials.
• Oversee quality of data in RMS, CAD, ALPR, cameras, and analytics tools.
• Identify trends and provide data-driven recommendations for deployments and crime reduction.
• Ensure compliance with laws, CJIS policies, and privacy standards; review external data requests.
• Train and mentor analysts; develop onboarding and continuing education programs; support performance improvement.
• Serve as subject-matter expert on crime analysis and RTIC technologies; assist in system selection and testing.
• Coordinate intelligence sharing with regional RTICs, fusion centers, and partners.
• Track performance metrics and prepare reports for command staff and town leadership.

Job description

The Garner Police Department is seeking a Crime Analyst Supervisor to join a growing community and police department to perform non-sworn public safety support work involving crime analysis, video review, and special event support. This position will supervise Police Crime Analysts who perform difficult, skilled technical work analyzing current and historical criminal and law enforcement incident data, patterns, and trends to assist department management in strategic planning and to assist patrol and investigative units with operational strategies, as well as the daily operations of a Real-Time Information Center.

Examples of Duties:

• Supervise, direct, and evaluate the work of crime analysts assigned to real-time operations, investigative support, and strategic crime analysis.
• Oversee daily operations of the RTIC, ensuring continuous intelligence support to patrol investigations including live camera monitoring, Automated License Plate Reader (ALPR) systems, Computer Aided Dispatch (CAD)/Records Management System (RMS) integration, and intelligence feeds.
• Ensure daily coverage for real-time intelligence operations, crime analysis, and data support to patrol, investigations, and command staff.
• Serve as the primary point of contact between the Real-Time Information and Crime Center (RTIC) and sworn supervisors from Patrol and Criminal Investigations.
• Maintain operational readiness for major incidents, events, and Emergency Operations Center (EOC) activations; develop and refine real-time operational workflows, response protocols, and escalation procedures.
• Direct the production and quality of analytical products, including crime bulletins, trend reports, pattern and series analysis, hot spot mapping, repeat offender, vehicle analysis, and investigative support materials.
• Oversee the integrity and quality of data within RMS, CAD, ALPR, camera platforms, and analytical tools.
• Identify emerging crime trends and provide data-driven recommendations to support deployment strategies, investigations, and crime reduction efforts.
• Ensure compliance with all applicable laws, policies, CJIS requirements, and privacy standards; review and approve intelligence products and external data requests.
• Train and mentor and evaluate analyst; develop onboarding and continuing education programs; and recommend performance improvement.
• Serve as subject-matter expert on crime analysis and RTIC technologies; assist in the selection, testing and implementation of analytical and intelligence systems.
• Coordinate intelligence sharing with external regional RTICs, fusion centers, federal partners, and neighboring agencies.
• Track performance metrics, workload and operational activity; prepare reports and briefings for command staff and town leadership.
• Perform related duties as assigned.

Minimum Qualifications:

• have earned a Bachelor's degree in Criminal Justice, Statistics, Data Analytics, Public Administration, or a directly related major
• have at least five years of experience as a Crime Analyst
• have a mastery of Microsoft Office, including Power BI, Excel, and Access
• possess current IACA and DCI/NCIC certification or be able to obtain within 6 months, if hired.

Preference will be given to applicants who have:

• experience working in a Real-Time Information Center (RTIC)
• supervisory experience
• been a sworn law enforcement officer
• experience in emergency management
• experience with law enforcement databases (i.e., DCI, CJLEADS, LINX, TLO, RMS, CAD)
• experience with Cellebrite
• drone operator experience (FAA Part 107 certification)

Additional Information:

The salary range shown is the hiring range. The starting salary within this range will be determined based on the selected candidate's skills and qualifications.

While the normal work schedule will be Monday through Friday, occasional evening and/or weekend hours may be required for operational support (i.e., special events, parades, special operations).
