Job summary

Independence Justice Center in Independence, MO is seeking a Crime Analyst I to provide timely intelligence for investigations and to identify patterns across the Kansas City metro area. You will research, analyze, and present findings to support Intelligence-Led Policing and CORE initiatives.

Responsibilities include developing strategic and tactical intelligence, preparing comprehensive reports, and collaborating with local, state, and federal agencies.

Qualifications

  • Associate’s Degree in Intelligence Studies, Criminal Justice, Public Administration, or closely related field preferred.
  • Minimum 5 years' experience with a law enforcement, military, or government intelligence agency or related environment.
  • Ability to present facts, analyze data, write comprehensive findings, and render opinions to a law enforcement audience.
  • Experience with analysis software including Analyst Notebook, Accurint/LexisNexis, TLO and CLEAR.
  • Strong interpersonal skills and ability to work with diverse groups.

Responsibilities

  • Conduct research and value-added analysis of intelligence information to support CORE and problem-solving efforts.
  • Develop strategic, tactical, and investigative intelligence for policing operations.
  • Produce clear reports and presentations for internal and external agencies.
  • Collaborate with internal and external law enforcement colleagues and stakeholders.
  • Present findings using PowerPoint and other AV tools to department members and partners.

The role of the Crime Analyst I is to provide timely and relevant intelligence information to further criminal investigations and identify patterns and methods utilized by criminal organizations involved in both violent and property crimes within the City of Independence and the Kansas City Metropolitan area. The primary responsibilities of the Crime Analyst I involve research and value-added analysis of broad streams of intelligence information of a confidential nature to develop comprehensive strategic, tactical, and investigative intelligence support for Intelligence-Led Policing (C.O.R.E.) and problem-solving efforts. Provide recommendations and presents information relative to intelligence based policing methods. Qualified Candidates must be able to effectively assist, collaborate and coordinate with both internal and external local, state and Federal Law Enforcement Entities.

Minimum Qualifications

Associate’s Degree in Intelligence Studies, Criminal Justice, Public Administration, or closely related field is preferred and/or a minimum of 5 years’ experience with a law enforcement, military, or government intelligence agency, or criminal intelligence network organization, or in a business, financial, or academic environment, compiling data, analyzing findings, drawing conclusions, and writing comprehensive findings.

To successfully perform the essential functions of this position, the incumbent must have a knowledge of the principles, concepts, methods, and techniques of criminal intelligence analysis. The incumbent must have the ability to present facts and render opinions to all levels of a law enforcement organization, analyze data, develop, and deliver presentations, write reports, research, and work independently, think objectively, have good interpersonal skills, and exhibit sound and accurate judgment. The incumbent must have the ability to establish and maintain effective working relationships. The position is highly customer focused; excellent analytical and problem-solving skills are essential as well as having the ability to work with and display sensitivity towards diverse groups of people. Have previous experience and knowledge of law enforcement operations and procedures. Have previous experience in the use of analysis software, including but not limited to Microsoft Office products, GIS mapping programs, Analyst Notebook, Accurint/LexisNexis, TLO and CLEAR.

Incumbent must have ability to make presentations on criminal, statistical and intelligence materials to Department members and other agencies using PowerPoint and other audio/visual aids.

Incumbent must understand analytical techniques including research methods, crime theory, and process evaluation. Real-world experience with complex problem-analysis and intelligence-analysis is preferred. Have the ability to construct court exhibits and criminal intelligence charts as well as research methodology, data collection, analysis, and reporting.

Must be able to type at least 35 words-per-minute.

Licenses and Certificates

Must be able to successfully obtain at minimum, a SECRET LEVEL Homeland Security Clearance. Possess a valid driver’s license. MULES and NCIC Certified or must be certified within six months of hire. Must complete required NIMS level training within first six months of hire.

Mental & Physical Abilities

Ability to read and interpret documents such as intelligence bulletins, equipment manuals, procedure manuals, and so forth. Ability to develop routine and technical reports and maps. Ability to operate all equipment used in the Criminal Intelligence Unit. Ability to operate and access external websites, software databases, and other electronic public domain sites for the purpose of Criminal Intelligence. Ability to communicate in person and over the phone. Ability to testify in court as needed. While performing the essential functions of this job the employee is frequently required to stand, walk, sit, use hands, fingers, climb or balance, stoop, kneel, have visual acuity, and lift objects up to 25 pounds.

Typical Working Conditions

Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust. Job responsibilities may require local travel within the Kansas City Metropolitan Area. The incumbent's working conditions are moderately quiet; teleworking may be an option. Work schedule varies based on job location assignment. Some overtime may be required.
