PCL Solar Constructors USA Inc. in Katy, Texas is seeking a Craft Recruiter to drive project success by recruiting skilled craft professionals who keep our jobsites moving.

You’ll partner with workforce managers, understand labor agreements, and develop strong relationships with stakeholders while maintaining confidential information and promoting our full-cycle recruitment process.

Qualifications

• Postsecondary diploma / degree in a related discipline preferred.
• 3 years of progressive recruitment experience in construction and craft workforce.
• Bilingual English/Spanish preferred for diverse workforce.
• Awareness of labor agreements and government legislation.
• Demonstrated full-cycle recruitment experience.
• Knowledge of local apprenticeship programs.
• Discretion with confidential information and strong stakeholder relations.
• Effective verbal and written communication skills.

Responsibilities

• Screens résumés and conducts interviews for opportunities and maintains a pipeline.
• Sources candidates through multiple channels to improve quality and fill roles.
• Maintains labor pool contact to recruit and hire best-qualified candidates.
• Creates and analyzes recruitment metrics to improve processes and tools.
• Verifies qualifications with apprenticeship boards and authorities.
• Collects and files workforce documentation confidentially per policy.
• Works with workforce manager to review project demands and planning.
• Communicates compensation structure and benefits to new hires.
• Interprets agreements and guidelines for hiring practices.
• Assists with training and coaching new craft recruiters.
• Develops strong relationships with key stakeholders.

Responsibilities

• Screens résumés and conducts interviews for available job opportunities, and maintains an accurate and current pipeline of potential workers.
• Actively sources candidates through a variety of channels to improve candidate quality and maintain a healthy pipeline of candidates for hard-to-fill roles.
• Maintains contact with the labor pool to recruit, interview, and hire the best-qualified candidates available to fill job requirements.
• Creates, implements, and analyzes recruitment metrics to ensure efficient and effective recruitment practices. Identifies opportunities to continuously improve recruitment processes, approaches, tools, and outcomes.
• Confirms technical qualifications with various apprenticeship and/or labor boards and other certificate-issuing authorities, and works to collect apprenticeship documents.
• Collects and files all workforce documentation, including résumés, personal and jobsite information, apprenticeship, safety tickets, etc. in a confidential manner and in accordance with PCL policies and guidelines.
• Works closely with the craft recruiter and workforce manager to review project demands and evaluate department planning and needs.
• Understands and effectively communicates the compensation structure and benefits offered to new hires.
• Interprets collective agreements, pre-job conference reports, site documentation, client-project-specific guidelines, etc. and applies them to hiring practices accordingly.
• Assists the workforce manager with interpretation of various documentation including collective agreements, pre-job conference reports, site memorandums, client- /project-specific guidelines.
• Assists with training and coaching new craft recruiters.
• Develops and maintains strong, customer-focused relationships with key stakeholders.

Qualifications

• Postsecondary diploma / degree in a related discipline preferred
• 3 years of progressive recruitment experience in the construction and craft workforce or a related industry preferred.
• Bilingual proficiency (English/Spanish) is preferred to support effective communication with a diverse craft workforce.
• Aware of all labor-agreement and government legislation, and PCL policies and procedures.
• Demonstrated experience with full-cycle recruitment process.
• Intermediate knowledge of the local and regional apprenticeship and labor programs.
• Ability to act with discretion when handling confidential information.
• Seen as a trusted advisor with the ability to establish and maintain effective relationships with key stakeholders.
• Effective verbal and written communication skills.
