Job summary

Prism Bank seeks a seasoned Compliance Officer to lead CRA, HMDA, and Consumer Compliance programs. You will oversee data collection and reporting, coordinate examinations, and drive improvements in regulatory readiness across the bank.

The role requires extensive experience in bank compliance, strong leadership, and the ability to implement changes across multiple teams. This is a full-time, on-site position with administrative and regulatory responsibilities.

Qualifications

  • Bachelor's degree in a relevant field required.
  • Minimum 10 years of progressive banking compliance experience.
  • Minimum 5 years managing CRA, HMDA, and Consumer Compliance programs.
  • CRCM certification or equivalent preferred.

Responsibilities

  • Develop and oversee the CRA, HMDA, and CMS programs to ensure compliance.
  • Coordinate regulatory examinations and respond to inquiries from regulators.
  • Monitor regulatory changes, perform risk assessments, and implement program updates.
  • Prepare regulatory reports for executive leadership and the Board.
  • Lead training initiatives for directors, management, lenders, and staff.
  • Maintain relationships with regulatory agencies and report on findings.

Education

Bachelor's degree in Business, Finance, Accounting, Risk Management, or related field
10+ years of progressive banking compliance experience
5+ years managing CRA, HMDA, and Consumer Compliance programs
Certified Regulatory Compliance Manager (CRCM) preferred

Job description

Essential Functions
Community Reinvestment Act (CRA)
  • Develop, administer, and maintain the Bank's CRA Program.
  • Monitor CRA performance against strategic goals and regulatory expectations.
  • Coordinate community development lending, investment, and service activities across all assessment areas.
  • When applicable, collect, maintain, and annually report specific loan and community development data. This includes gathering small business and small farm loan records, tracking community development loans, and submitting the electronic filing by March 1.
  • Prepare and present CRA performance reports to executive management and the Board of Directors.
  • Maintain relationships with community organizations and identify opportunities that support CRA objectives.
  • Maintain and update the Public File annually.
  • Lead CRA self‑assessments and coordinate regulatory examinations.
  • Monitor regulatory developments affecting CRA compliance and recommend program enhancements.
Home Mortgage Disclosure Act (HMDA)
  • Manage the Bank's HMDA compliance program.
  • Oversee data collection, validation, scrub processes, and annual Loan Application Register (LAR) submission.
  • Conduct periodic data integrity reviews and coordinate corrective actions.
  • Analyze HMDA data for fair lending risk indicators and reporting trends.
  • Coordinate responses to regulatory inquiries related to HMDA reporting.
  • Ensure compliance with CFPB reporting requirements.
Consumer Compliance
  • Oversee the Bank's Consumer Compliance Management System (CMS).
  • Maintain policies and procedures covering applicable consumer protection regulations, including but not limited to:
  • Truth in Lending Act (TILA)
  • Equal Credit Opportunity Act (ECOA)
  • Fair and Accurate Credit Transactions Act (FACT Act)
  • Flood Disaster Protection Act
  • Electronic Fund Transfer Act (Regulation E)
  • Expedited Funds Availability Act (Regulation CC)
  • Truth in Savings (Regulation DD)
  • Privacy Regulations
  • Unfair, Deceptive, or Abusive Acts or Practices (UDAAP)
  • Military Lending Act
  • Perform compliance risk assessments.
  • Review new products, services, and marketing initiatives for regulatory compliance.
  • Oversee consumer complaint management and trend analysis.
  • Monitor regulatory changes and implement required program updates.
  • Assist in administering the Bank's Fair Lending Program.
  • Conduct comparative file reviews and statistical analyses.
  • Monitor lending practices for potential disparate treatment or disparate impact.
  • Support fair lending examinations and internal audits.
  • Recommend corrective action when risks are identified.
Compliance Monitoring & Testing
  • Develop and execute risk‑based compliance monitoring programs.
  • Coordinate independent compliance reviews with Internal Audit and external consultants.
  • Track regulatory findings and corrective action plans.
Training
  • Develop and deliver compliance training programs for directors, management, lenders, branch personnel, and operations staff.
  • Promote a strong compliance culture throughout the organization.
Regulatory Relations
  • Serve as the primary contact during consumer compliance, CRA, and HMDA examinations.
  • Coordinate examination requests and responses.
  • Maintain productive working relationships with regulatory agencies.
Reporting
  • Prepare reports for executive management, Audit and Risk Committee, and Board of Directors.
  • Provide key risk indicators, compliance metrics, examination updates, and emerging regulatory issues.
Additional Responsibilities
  • Participate on behalf of the Bank in community and Bank‑sponsored activities as requested.
  • Perform other duties as required by management.
  • Assist other administrative staff as needed.

Prism has created the following performance objectives & goals for this position. The CRA, HMDA, and Consumer Compliance Officer will be provided with continuing feedback throughout the year, with a final conclusion to be addressed at the annual review.

  • Prior experience managing regulatory examinations.
  • Strong working knowledge of FDIC, CFPB, and state regulatory expectations.
Preferred
  • Experience within a regional or community bank with $1 billion or more in assets.
  • Certified Regulatory Compliance Manager (CRCM).
  • Fair Lending certification or equivalent professional training
Reporting

This position reports to the Chief Compliance and Risk Officer.

Supervisory Responsibility

This role supervises the CRA Analyst(s), HMDA Analyst(s), and Consumer Compliance Specialist(s).

This job operates in a clerical, office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Position Type and Expected Hours of Work

This is a Full-Time position with typical working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours and work shifts may change in accordance with business needs. Occasional travel to branch locations, community meetings, and regulatory conferences.
