Construction Quality Manager / Superintendent / Site Safety and Health Officer (CQM-SSHO)

Travel Required: None, but preferred.

Position Summary

Tribal One Construction is seeking an experienced and highly motivated professional to serve in the combined role of Construction Quality Manager (CQM), Superintendent, and Site Safety and Health Officer (SSHO) for federal construction projects. This position is responsible for overseeing daily construction operations, managing project quality control programs, ensuring compliance with federal safety requirements, and coordinating all on site construction activities to deliver projects safely, on time, within budget, and in accordance with contract specifications.

The successful candidate will act as the primary on site representative for quality control, construction management, and safety compliance on federal projects, including those for the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), Bureau of Indian Affairs (BIA), National Park Service (NPS), General Services Administration (GSA), and other federal agencies.

Essential Duties and Responsibilities
Construction Quality Control Manager (CQM)
  • Implement and administer the Contractor Quality Control (CQC) Plan.
  • Conduct and document Preparatory, Initial, and Follow-Up inspections in accordance with federal contract requirements.
  • Ensure all construction activities comply with contract documents, plans, specifications, codes, and federal standards.
  • Manage project quality assurance documentation and reporting requirements.
  • Review submittals, shop drawings, RFIs, and material certifications for compliance.
  • Coordinate inspections and testing activities with government representatives and thirdparty testing agencies.
  • Maintain quality control records, deficiency logs, and corrective action reports.
  • Identify and resolve quality issues before they impact project schedule or performance.
  • Participate in project meetings and provide quality updates to project stakeholders.
  • Ensure work is completed to meet project turnover and closeout requirements.
Construction Superintendent
  • Direct and coordinate all onsite construction operations.
  • Schedule and supervise employees, subcontractors, suppliers, and field personnel.
  • Develop and maintain project schedules and short-term look-ahead schedules.
  • Monitor productivity, manpower allocation, and project progress.
  • Coordinate material deliveries, equipment utilization, and subcontractor activities.
  • Ensure work is performed safely, efficiently, and in accordance with approved plans.
  • Manage site logistics, sequencing, and daily field operations.
  • Conduct daily field inspections and progress evaluations.
  • Assist project management with cost control, schedule adherence, and project reporting.
  • Resolve field issues and coordinate solutions with project stakeholders.
  • Maintain effective communication with owners, contracting officers, inspectors, and subcontractors.
Site Safety and Health Officer (SSHO)
  • Develop, implement, and enforce the Site Safety and Health Plan (SSHP).
  • Ensure compliance with OSHA regulations, EM 385-1-1 requirements, and project-specific safety standards.
  • Conduct daily safety inspections and hazard assessments.
  • Lead toolbox talks, safety meetings, and employee safety training.
  • Investigate accidents, incidents, near misses, and unsafe conditions.
  • Prepare and submit required safety documentation and reports.
  • Maintain OSHA logs, training records, and safety certifications.
  • Coordinate corrective actions for safety deficiencies.
  • Ensure subcontractor compliance with all safety requirements.
  • Monitor compliance with PPE requirements, fall protection systems, confined space procedures, and other safety programs.
  • Stop work when unsafe conditions or practices exist.
Additional Responsibilities
  • Serve as the primary onsite representative for Tribal One Construction.
  • Foster positive relationships with federal agencies, clients, and project stakeholders.
  • Support company initiatives regarding quality, safety, environmental compliance, and continuous improvement.
  • Assist with project closeout documentation and warranty requirements.
  • Protect tribal values, company reputation, and client relationships through professional conduct.
Minimum Qualifications
  • High school diploma or GED required.
  • Associate's or Bachelor's degree in Construction Management, Engineering, Occupational Safety, or related field preferred.
  • Minimum 5 years of federal construction experience.
  • Minimum 3 years of experience serving as a Superintendent, CQM, SSHO, or similar leadership role on federal projects.
  • Experience working on USACE, NAVFAC, BIA, GSA, NPS, or other federal government projects preferred.
  • Ability to read and interpret plans, specifications, and contract documents.
  • Strong organizational, communication, and leadership skills.
  • Proficiency with Microsoft Office Suite and construction management software.
Required Certifications
  • Construction Quality Management (CQM-C) Certification for Contractors.
  • OSHA 30-Hour Construction Certification.
  • First Aid/CPR Certification.
  • EM 385-1-1 Competent Person Training as required by project.
  • SSHO qualifications meeting project contract requirements.
Preferred Certifications
  • CHST (Construction Health and Safety Technician).
  • CSP (Certified Safety Professional).
  • Certified Construction Manager (CCM).
  • USACE Quality Control experience.
  • Fall Protection Competent Person.
  • Excavation Competent Person.
  • Confined Space Competent Person.
Physical Requirements
  • Ability to work outdoors in varying weather conditions.
  • Ability to walk active construction sites for extended periods.
  • Ability to climb ladders, scaffolds, and navigate uneven terrain.
  • Ability to lift up to 50 pounds occasionally.
  • Ability to wear required personal protective equipment.
