Job summary

People Technology And Processes is seeking a Program Manager II at Aberdeen Proving Ground, MD, to serve as a SME for program protection, supply chain management, and classification guidance in accordance with DoD policies.

The role requires a TS/SCI clearance, a Bachelor's degree, and at least eight years of related experience, with duties spanning technical reviews, risk assessment, and program protection plan development across DoD projects.

Qualifications

• Bachelor’s Degree is required.
• A minimum of eight (8) years’ related work experience is required.

Responsibilities

• Experience in conducting technical reviews and requirement verification.
• Facilitate and lead program protection systems engineering teams in conducting Critical Functional Analysis and CPI Assessments to identify Critical Components and CPI.
• Facilitate and lead program protection teams in Threat Product Integration, Vulnerability Analysis, Risk Assessment, Countermeasures Selection, and development of Program Protection Plans to meet DoD requirements.
• Conduct technical reviews of security classification guides and make recommendations for Original Classification Authority approval.
• Perform independent risk analyses and advise on damage assessments and mitigation actions.
• Create program protection training curriculum and conduct annual training for staff and program protection leads.

Scope

Serve as a subject matter expert for Program Protection, Supply Chain Management, and Security Classification Guides based upon a comprehensive knowledge of principles and policies such as DoDI 5000.02 and DoDI 5200.39, pertinent laws, regulatory requirements and procedures applicable to each CPE IEW&S program management office, CPE IEW&S HQ staff, and other external organizations.

Responsibilities (including but not limited to)

• Experience in conducting technical reviews and requirement verification.
• Facilitate and lead program protection systems engineering teams in conducting Critical Functional Analysis and Critical Program Information (CPI) Assessments in order to identify Critical Components (CCs) and CPI.
• Facilitate and lead program protection teams in Threat Product Integration, Vulnerability Analysis, Risk Assessment, Countermeasures Selection, and development of Program Protection Plans to meet DoD Program Protection Requirements.
• Conduct technical reviews of security classification guides and make recommendations to CPE IEW&S for approval as Original Classification Authority.
• Perform independent risk analyses and advise CPE IEW&S on programs damage assessments and recommend courses of actions to mitigate damage to programs’ capabilities.
• Create program protection training curriculum and conduct annual training for select CPE IEW&S staff and subordinate program managers’ program protection leads.
