Franklin County is seeking a dedicated Courtroom Technician to oversee daily Court Technology operations for the 39th Judicial District, Franklin County Branch. Qualifications

  • High School diploma or equivalent.
  • 1-2 years clerical and IT experience in a judicial, administrative, legal, or governmental environment or any acceptable combination of equivalent training and/or education will be considered.

Responsibilities

  • Maintains digital recording equipment and ensures proper functioning of FTR Reporter/Player.
  • Functions as first tier technical support for courtroom A/V systems.
  • Acts as main point of contact for A/V issues and conducts troubleshooting in courtrooms.
  • Maintains electronic recordings and court proceedings records.
  • Records testimony and creates notes with time stamps during proceedings.
  • Liaises with IT and vendors to support court technology and services.

Position DescriptionNon-Exempt

OVERALL OBJECTIVE OF JOB

To capture and manage the court record using digital technology; specifically, FTR Gold Recording Suite which is integrated throughout all courtrooms in the 39th Judicial District, Franklin County branch.

To oversee all Court Technology operations on a daily basis and to work with the President Judge, all Common Pleas Judges, Court Administration, all Court-related offices, court users, and County IT to ensure that all court technology and services are functioning to optimum capacity to serve all court functions.

ESSENTIAL FUNCTIONS OF JOB
  • 1.Maintains digital recording equipment; conducts checks of system on a daily basis to ensure proper functioning regarding FTR Reporter and FTR Player.
  • 2. Functions as first tier technical support for all courtroom Audio and Video (A/V) systems.
  • 3. Acts as main point of contact for A/V technical issues, performs proactive troubleshooting, and conducts equipment testing in courtrooms.
  • 4. Maintains recordings and records of proceedings electronically.
  • 5. May be required to mark, retain, control evidence introduced in court if/as required by presiding judge during proceedings.
  • 6. Records testimony during all types of court proceedings using digital technology; interrupts when necessary to ensure accuracy and completeness of record; plays back portions of proceedings if requested; and marks important events by creating quick notes and inserting time stamps during proceedings.
  • 7. Maintains Log Notes of all speakers and events during court proceedings in which digital recording is in use.Noting all occurrences such as unusual terms, names, objections, and cross examinations.Determines correct spelling of names, terminology, and other specifics of court record to ensure accuracy for when transcripts are requested.
  • 8. Assists Deputy Court Administrator with the processing of transcript requests and makes copies of Log Notes and Recordings as directed; including, maintaining transcript listings.
  • 9. Preparation of Court Orders or other documents if/as directed by presiding judge.
  • 10. Operates computer and other office equipment; including courtroom A/V technology.
  • 11. Liaison with the County IT Department, court-related departments, and court technology vendors to best serve the Courts and the service users.
  • 12. Create digital signage messages and update when needed.
  • 13. Provide user training of court technology for court staff and court-related staff.
OTHER DUTIES OF THE JOB
  • 1.Attends meetings, training, and seminars as required.
  • 2.Performs other job-related duties as assigned.
  • 3.Performs duties of other court personnel as requested.
  • 4.Assists Court Reporters with clerical and other duties as needed.
  • 5. Answers phones and communicates via electronic communication (e-mails).

WORKING CONDITIONS
  • 1.Works indoors in limited office space, with adequate lighting, temperatures, but subject to fluctuations in ventilation.

  • 4.Travels occasionally when needed to perform essential functions of job.
  • 5. Potential exposure to hostile or aggressive or emotional individual(s) during court proceedings.
PHYSICAL AND MENTAL CONDITIONS
  • 1.Must be able to sit for long periods throughout the work day, with intermittent periods of standing/walking and occasional bending, twisting, stooping, reaching and grasping as necessary to carry out essential job duties.
  • 2.Dexterity requirements range from coordinated movements of fingers/hands; to simple movements of feet/legs/torso as necessary to carry out essential job duties.
  • 3.Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
  • 4.Must demonstrate emotional stability.
  • 5.Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS

  • 8.Must possess the ability to maintain confidentiality in regard to client information and records.
  • 9.Must possess excellent listening and typing skills.
  • 10. Must possess excellent knowledge of English, grammar, spelling and punctuation.
  • 11.Must possess the ability to communicate with members of the judiciary, attorneys, associates, court-related staff, and others.
  • 12.Must possess knowledge of courtroom procedures, legal terminology, and roles of various court officials.
  • 13. Must possess ability to learn the use of recording equipment, software, and technology equipment to enable production of verbatim transcripts of legal proceedings involving multiple speakers, specialized testimony, and emotional circumstances.
  • 14.Must possess ability to become proficient with FTR User Guide and ability to teach others in the use of FTR.
  • 15. Must possess ability to understand and follow oral and written instructions and directions.
  • 16. Must possess the ability to function independently; have flexibility; and the ability to work effectively with others.
  • 17.Must possess excellent time management skills; including excellent organizational skills and ability to coordinate several schedules with accuracy and efficiency.
