Agency Description

The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court. The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia. The FJD is part of the Unified Judicial System reporting into the Pennsylvania Supreme Court of Pennsylvania.

Work-Life

Working hours are 40 hours per week. This is a full-time, in-person position with the First Judicial District of Pennsylvania.

This is administrative work of limited scope and difficulty in the Court service. An employee in this class will serve in a staff capacity as an assistant to an administrator. Work is performed under the direction of the Manager and the Deputy Court Administrator of the Municipal Court, Civil Division.

Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  1. Assist in performing CLAIMS User Acceptance Testing, and quality control and assurance of the CLAIMS System.
  2. Plan, assign and supervise work of subordinate staff.
  3. Provide work direction and training to subordinate staff or volunteers.
  4. Review work of subordinates for accuracy and completeness.
  5. Assist clients and the general public in person and via telephone.
  6. Investigate complaints and issues from the general public or other offices.
  7. Delegate routine situations to staff and respond directly to more complex situations or complaints.
  8. Utilize personal computer and software applications for word processing, spreadsheet and database functions to prepare documents, spreadsheets and records.
  9. Collaborate with the Manager and the Deputy Court Administrator to assess the procedures and success of the program.
  10. Supervise the distribution of letter/notice generation process for all Civil programs.
  11. Prepare written procedural instructions, documents, and forms for technical and clerical personnel and the public.
  12. Interact with the judiciary, judicial staff, attorneys, public, and outside organizations.
  13. Make policy recommendations to Manager and Deputy Court Administrator.
  14. Respond to inquiries by attorneys regarding local Court procedures and facilitate compliance with these requirements.
  15. Recommend resolutions regarding procedural problems associated with the department.
  16. Advise the public, attorneys, and court officials on procedures and rules pertinent to the department.
Marginal Functions

Maintain supply and equipment inventory for the office and order supplies as needed.

Perform related duties as required.

Environmental Conditions

Normal office conditions are standard for this class.

Competencies, Knowledge, Skills, and Abilities

Considerable knowledge of English usage and grammar.

Knowledge of office management standards, procedures and practices.

Knowledge of supervisory methods and practices.

Some knowledge of the principles and standards of administrative organization and management.

Ability to represent the assigned unit in conferences and meetings with the public and private officials.

Ability to supervise a staff engaged in varied clerical functions.

Ability to understand, carry out and communicate effectively to subordinates and/or associates new or changed procedures and operations.

Ability to establish and maintain effective working relationships with associates and the general public.

Bachelor's degree from an accredited college or university.

AND

One (1) year of administrative experience.

OR

Equivalent combinations of education, training and experience providing the characteristics required to perform the essential functions of the class may substitute.

Ability to perform the essential functions of the position.

Strong organization and communication skills are a requirement.

Successful completion of a criminal background investigation.
