Team Carney seeks a Courseware Developer/Programmer to support eLearning courses and applications across platforms, ensuring optimal performance and rapid recovery from outages. This on-site role in Columbia, SC requires a SECRET clearance and a strong background in identity and access management, eLearning content, and accessible design.

Provide mentorship, design and prototyping for SCORM/xAPI content, and collaboration with instructional staff to advance robust, engaging curricula.

Qualifications

  • Bachelor’s degree in IT or related field with 3+ years of experience in eLearning/web applications.
  • Alternative: 5+ years of experience with eLearning/web development in lieu of degree.
  • 3+ years translating instructional design into interactive eLearning products.
  • 3+ years designing multimedia assets for eLearning products and web apps.
  • 3+ years using eLearning authoring tools to develop or modify courses.
  • 3+ years advising instructional staff on engagement strategies.
  • 3+ years SME in eLearning or web technologies.
  • 3+ years applying accessibility standards (Section 508/WCAG) with assistive tech.
  • 3+ years secure coding practices and network concepts.
  • 3+ years in iterative testing and deployment of eLearning products.
  • 3+ years compiling technical software docs.
  • 3+ years project management (Waterfall/Agile).

Responsibilities

  • Mentor and evaluate instructional staff and serve as a thought leader.
  • Translate storyboards/design docs into interactive eLearning products.
  • Ensure curriculum stays cutting-edge and accurate in virtual and physical classrooms.

The Courseware Developers/Programmers provide support for courses and applications presented across multiple platforms to ensure optimal performance. In the event of a technical breakdown or outage, Courseware Developers/Programmers ensure customers receive a quick and efficient response.

You will bring your mastery of identity and access management and security program operations into the classroom (both virtual and physical), ensuring that the curriculum remains cutting-edge, accurate, and highly effective.

What You Bring to the Table - Requirements

To thrive in this role and meet the stringent requirements of the CDSE program, you must meet the following criteria:

Minimum Requirements:

  • Current Personnel (Security) Clearance at the SECRET level
  • A Bachelor's degree from an accredited university in a field related to information technology and at least three (3) years of progressive, applied work experience designing, developing, and maintaining eLearning products or web-based applications as a web, software or courseware developer. Specifically, products intended for deployment through Learning Management Systems (e.g., Moodle, Blackboard Learn), web servers, virtual environments, and additional web-based platforms that support SCORM-compliant and xAPI-enabled content.
  • OR In lieu of a degree, at least five (5) years of applied work experience designing, developing, and maintaining eLearning products or web-based applications as a web, software, or courseware developer. Specifically, products intended for deployment through Learning Management Systems (e.g., Moodle, Blackboard Learn), web servers, virtual environments, and additional web-based platforms that support SCORM-compliant and xAPI-enabled content.
  • Minimum of three (3) years of experience translating instructional design materials (e.g., storyboards and design documents) into interactive eLearning products through prototyping and development.
  • Minimum of three (3) years of experience designing and integrating multimedia assets (e.g., graphics, animations, simulations) into eLearning products and web applications.
  • Minimum of three (3) years of experience using eLearning authoring tools (e.g., Adobe Captivate, Adobe Animate, Articulate Storyline) to develop or modify complete eLearning courses and interactive training modules.
  • Minimum of three (3) years of experience advising instructional staff on strategies to enhance student engagement, using technical prototypes, flowcharts, or diagrams to support the proposed approach.
  • Minimum of three (3) years of experience serving as a Subject Matter Expert (SME) in eLearning or web technologies, providing technical support and communicating complex concepts to non-technical audiences.
  • Minimum of three (3) years of experience applying accessibility standards and testing practices, including Section 508 and WCAG compliance, with hands-on use of accessibility testing tools such as JAWS Screen Reader, JAWS Inspect, NVDA, or ANDI.
  • Minimum of three (3) years of experience applying secure coding practices, including proper error handling, input validation, data sanitization, debugging techniques, and identifying and remediating coding flaws to ensure stability, efficiency, and protection against vulnerabilities.
  • Minimum of three (3) years of experience with computer networking concepts, communication protocols, and network security methodologies.
  • Minimum of three (3) years of experience participating in the iterative testing, staging, and deployment of eLearning products and web-based applications across various delivery platforms.
  • Minimum of three (3) years of experience compiling and writing technical documentation for software development projects.
  • Minimum of three (3) years of experience with project management methodologies (e.g., Waterfall or Agile) in a technical or development environment.
Compensation and Benefits
  • Salary Range:$90,000 – $110,000 annually.
