PAY AND BENEFITS

Annual Pay Range: $113,297.70 - $152,951.43

Hourly PayRange: $54.470049 - $73.534341

This position is employed "at-will" under an employment contract with the County Administrator. Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

The Clackamas County Department of Transportation & Development is seeking a motivated, experienced, and collaborative leader to join our Surveyor and Public Land Corner (PLC) teams as the County Surveyor. The County Surveyor exercises direct supervision over the Surveyor and PLC programs, and is an appointed position that reports to the Assistant Director of Transportation and Development.

If selected for this position, your main focus will be supervising and overseeing the teams performing the surveying, recording and plat review activities of the County Surveyor's Program. Your work will also include administration, management and maintenance of the Public Land Survey System (PLSS).

This is a unique opportunity to provide highly skilled technical expertise and leadership for a high-functioning team that services the residents and developers working in incorporated and unincorporated Clackamas County.

As County Surveyor you will have the opportunity to directly, and through leadership of staff, engage with all the technical aspects of County Surveying including the following:

• Overseeing and approving the remonumentation of PLSS corners
• Directing reviews of records and surveys for accuracy
• Approving plats
• Reviewing assigned projects for compliance with state laws and local regulations
• Administering oaths of office to staff

This is a "hands on" supervisory role with the County Surveyor leading professional, technical and administrative staff. This is a dynamic program, and the County Surveyor will also be analyzing programs and services to identify alternative strategies and develop a solution-focused approach to address challenges or issues.

This position will allow you to work in a large and geographically diverse environment, including urban and rural lands, resort communities, small rural communities and large tracts of agricultural and forest lands. The County’s significant landforms include seven major rivers and the serene backdrop and outdoor activities that Mt. Hood offers.

Required Minimum Qualifications/ Transferrable Skills:*

• Active registration as a Professional Land Surveyor in the State of Oregon (Note: Proof of registration will be required prior to the final offer of employment being extended to the selected candidate.)
• Experience directly supervising employees (Supervisory experience is defined as/includes providing daily work direction and/or scheduling, assigning work, checking completed work, training, coaching, maintaining confidentiality related to personnel records and issues, as well as conducting performance evaluations and taking corrective action when needed.)
• A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position, including the following:
  • Experience applying principles, practices and procedures of boundary, cadastral, and geodetic surveying
  • Experience interpreting and applying state and federal laws and regulations pertaining to land survey methods and standards
  • Experience interpreting and applyingOregon statutes and regulations as it relates to public land corner restoration
  • Experience reviewing and/or overseeing the work of internal and external land surveyors
  • Experience with Record of survey review and filing, and subdivision, partition, and condominium plat review
• Experience with budget development, implementation, administration and management

Preferred Special Qualifications/ Transferrable Skills:*

• Associate of Applied Science (AAS) degree or higher in Surveying
• Experience working withdrafting and computer aided drafting (CAD) methods
• Experience working with AutoCAD as part of the MicroSurvey software program
• Current certification as a Federal Surveyor (CFedS) or other public land corner training

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
