Job summary

The County of Delaware seeks a Chief Assessor to plan, direct, and administer the County Assessment Office in line with Pennsylvania law and under the Deputy Director. The role oversees property valuation, assessment administration, and regulatory compliance for all real property within the county, including municipalities and school districts.

You will lead a large, multi-disciplinary team, develop long-range plans, and drive improvements in efficiency and accuracy of assessments using data

Qualifications

• Bachelor’s degree or equivalent experience in a related field.
• Certification as a Pennsylvania Certified Evaluator or ability to obtain within required timeframe.
• Extensive experience in property appraisal and assessment, with supervisory or management background.

Responsibilities

• Directs and oversees all assessment operations for the county, including municipalities and school districts.
• Provides strategic leadership to a large, multi-disciplinary staff of assessors, analysts, and administrative personnel.
• Develops and implements long-range plans, policies, and procedures to improve departmental performance.
• Ensures accurate, uniform, and legally compliant property assessments under Pennsylvania law.
• Oversees valuation of residential, commercial, industrial, and complex properties using accepted methodologies.
• Interprets and applies Pennsylvania statutes, regulations, and USPAP requirements.
• Maintains assessment records and prepares for appeals, providing expert testimony when required.
