Reports To: Board of Warren County Commissioners

Work Hours: 8:00 A.M.–5:00 P.M., Monday–Friday, with evenings and weekends as required

Salary range: $170,000 - $210,000

POSITION SUMMARY

Warren County, Ohio is seeking an experienced and strategic County Administrator to serve as a senior executive leader responsible for translating the Board of Commissioners’ policies, priorities, and strategic direction into effective County operations, programs, and services.

The County Administrator serves as a principal advisor to the Board on administrative, financial, personnel, operational, and strategic matters. The position provides leadership and coordination across County departments under the Board’s jurisdiction, promotes accountability and organizational effectiveness, and helps position Warren County for continued growth and long‑term success.

The successful candidate will demonstrate strong executive leadership, sound judgment, financial and organizational expertise, excellent communication skills, and the ability to build effective relationships with elected officials, employees, governmental agencies, businesses, community organizations, and the public.

KEY RESPONSIBILITIES
  • Implement and administer the policies, resolutions, priorities, and decisions of the Board of Commissioners.
  • Provide executive leadership, coordination, and oversight to County departments and senior personnel.
  • Advise the Board with objective analysis, recommendations, alternatives, and timely information.
  • Oversee development and administration of operating and capital budgets and promote long‑term fiscal sustainability.
  • Anticipate emerging operational, financial, regulatory, and growth‑related challenges and opportunities.
  • Lead strategic planning, organizational development, performance improvement, and succession planning.
  • Promote accountability, collaboration, professional development, and continuous improvement throughout County government.
  • Oversee personnel administration, including organizational development, employee relations, performance management, and succession planning.
  • Develop and maintain effective intergovernmental, community, business, and stakeholder relationships.
  • Support economic and community development and address infrastructure and service‑delivery challenges associated with County growth.
  • Coordinate legal, regulatory, contractual, grant, and administrative matters with appropriate County officials.
  • Represent Warren County in governmental, community, regional, and professional settings as directed by the Board.
  • Provide leadership during significant operational disruptions, emergencies, and other critical situations.
  • Perform other duties as assigned by the Board of Commissioners.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree or higher from an accredited college or university in public administration, business administration, management, finance, political science, organizational leadership, or a related field; and
  • At least ten (10) years of progressively responsible management or executive‑level administrative experience, preferably in public‑sector administration, local government, or management of a complex organization, military service may be acceptable experience based on rank and length of service.
  • OR an equivalent combination of education, training, and progressively responsible management experience demonstrating the ability to perform the essential functions of the position.
PREFERRED EXPERIENCE
  • County, municipal, state, or other public‑sector administration.
  • Managing or coordinating multiple departments or organizational functions.
  • Developing and managing complex operating and capital budgets.
  • Working directly with elected officials or governing boards.
  • Leading organizations through growth, organizational change, or significant operational challenges.
  • Strategic planning, performance management, organizational development, or continuous improvement.
  • Intergovernmental, community, and stakeholder relations.
IDEAL CANDIDATE

The successful candidate will be a strategic, ethical, and collaborative executive who demonstrates sound judgment, initiative and foresight, financial stewardship, executive presence, strong communication skills, problem‑solving ability, and a commitment to public service and public trust. The County Administrator must be able to balance immediate operational needs with long‑term priorities while effectively leading a growing and complex county organization.
