Job summary

Worksourceheartofgeorgia is seeking a seasoned County Administrator to oversee the daily operations of county government and ensure compliance with federal, state, and local laws and policies.

The role requires strong public administration experience, a relevant four-year degree, and 5–7 years in county administration. The position involves budget development, interdepartmental coordination, and regular interaction with Commissioners and department heads.

Qualifications

  • Degree in public administration, accounting, political science, business management or a closely related field.
  • Five to seven years of experience in county administration or management; or any equivalent combination of training and experience.
  • A valid State driver’s license without record of suspension or revocation; must pass a background check and drug test.
  • Bondable and of good moral character.

Responsibilities

  • Direct and supervise county government administration and daily operations.
  • Maintain communication with Constitutional Officers and Department Managers to ensure compliance with laws and policies.
  • Manage budgets and supervise purchasing activities; develop annual budget with the budgetary authority.
  • Provide leadership in developing short- and long-range plans; gather and prepare data for studies and reports.
  • Advise County Commissioners and department heads; present to councils, boards, and the public.
  • Represent the County on local/regional boards, councils, or committees; communicate official plans and procedures.
  • Determine work procedures, schedules, and workflow; standardize procedures to improve efficiency.
  • Issue instructions; assign duties and examine work for quality and policy conformance.
  • Review statutes and ensure laws and ordinances are faithfully performed.
  • Prepare preliminary annual county budget and administer adopted budget; oversee expenditures.
  • Advise on financial conditions and county needs; attend meetings and prepare agendas.

Considerable knowledge of modern policies and practices of public administration; working knowledge of county finance, human resources, public works, public safety, and community development;

Skill in preparing and administering county budgets; skill in planning, directing and administering county programs

Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, county officials and the public; ability to efficiently and effectively administer a county government

Must possess a valid State driver's license without record of suspension or revocation; pass a background check and drug test

Must be bondable

Must be of good moral character and of temperate and industrious habits

Graduation from an accredited four-year college or university with a degree in public administration, accounting, political science, business management or a closely related field, and

Five (5) to seven (7) years of experience in county administration or management; or

Any equivalent combination of training and experience

Background check and pre-employment drug test will be required of the selected candidate

Responsibilities

In this position, you will perform high level administrative, technical and professional work in directing and supervising the administration of county government, managing the daily operations of the County Government, and maintaining direct communication with all Constitutional Officers and Department Managers to ensure all County Departments are functioning in compliance with all Federal, State and Local laws, policies and procedures

Manages and supervises departments and offices of the county to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenue and expenditures in assigned area to assure sound fiscal control; works with the Commissioner’s as the budgetary authority to develop an annual budget; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time

Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed

Provides professional advice to the County Commissioners and department heads; makes presentations to councils, boards, commissions, civic groups and the general public;

Represents the County and the Board of Commissioners by serving as a member of local and/or regional boards, councils, or committees

Communicates official plans, policies and procedures to staff and the general public

Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures

Reviews federal, state and local statutes and sees that all laws and ordinances are faithfully performed

Prepares and submits a preliminary annual county budget

Administers the adopted budget of the county; supervises all purchasing activities; reviews invoices for proper payment; signs checks

Advises the County Commissioners on financial conditions and current and future county needs

Attends all meetings of the County Commissioners and any other meetings at which attendance may be required

Prepares agenda for Commissioner meetings and other official functions

Prepares award presentations

Develops request for proposals, work specifications, and operational plans for county projects; oversees construction to make sure it conforms to specifications and plans

Completes grant applications and supervises report submission

Maintains direct communication with all Constitutional Officers and Department Supervisors to ensure all County departments are functioning in compliance with all Federal, State and Local Laws, Policies and Procedures

Also conduct meetings with all Constitutional Officers to discuss specific problems, concerns, short/long term goals for the County

Performs other related duties as required or assigned
