Job summary

An international health organization is seeking a Country Implementation Support Senior Specialist to provide critical support for national malaria control programs. You will be responsible for developing strategic plans and facilitating consultations with partners. The ideal candidate will have 7+ years in malaria program implementation, a master's degree in a related field, and fluency in English. This is a contract-based position based remotely.

About the Organization

The RBM Partnership to End Malaria is a global health initiative driving coordinated action against malaria by mobilizing resources, supporting malaria-endemic countries, and building consensus among partners. Its work is organized through Partner Committees focused on advocacy, resource mobilization, and country/regional support.

Responsibilities
  • Provide focused implementation support to national malaria control programmes (NMCP) to optimize the quality, effectiveness and impact of country and regional malaria programming.
  • Align support with national priorities, reflect country ownership, and evaluate through quality, cost-effectiveness and financial stewardship.
  • Assist Ministries of Health and NMCPs in reviewing and developing evidence-based, costed National Strategic Plans (NSPs), Costed Operational Optimised Plans (COOPs), and addressing implementation bottlenecks.
  • Facilitate NMCPs in translating plans into investment cases and funding requests for resource mobilization.
  • Facilitate workshops and consultations with senior management, financial and technical partners to ensure alignment and consensus on priority interventions and implementation approaches.
  • Map opportunities for integration with other health programmes and propose practical mechanisms for service delivery and system-level integration.
  • Review program costs and efficiencies and identify opportunities for resource reallocation and improved return on investment.
  • Provide technical inputs to high-quality funding applications (e.g., Global Fund) and to country dialogue and partner coordination processes related to GC8 development.
Monitoring and Progress
  • Monitor progress against COOPs and related cost analyses, grant proposals, and strategic plans; prepare final reports with lessons learned and actionable recommendations.
Qualifications
  • Education: Advanced university (master’s) degree desired, preferably in public health, epidemiology, social science or related field. A Bachelor’s degree with additional 2 years of relevant experience may be considered in lieu of a master’s degree.
  • Experience: Essential: minimum seven (7) years in malaria program implementation, technical coordination, or global health partnerships; experience planning/implementing/evaluating malaria control strategies; experience with national strategic/operational plan development; knowledge of WHO guidance; knowledge of malaria tools/technologies; experience with Ministries of Health and multilateral stakeholders; strong facilitation, coordination, analytical and report-writing skills. Desirable: understanding of RBM, funding mechanisms, proposal development; experience working in complex political/technical settings; experience at national and international levels; ability to promote integration and alignment across programmes.
  • Language: Fluency in English (oral and written); knowledge of other UN languages is an advantage.
