Job summary

CACI International is seeking a Counterintelligence Surveillance Instructor (CSC) to support the DIA JCITA program at Quantico, VA. This role delivers world-class surveillance instruction and supports operational CI training to prepare graduates for field missions.

The position requires TS/SCI with Poly, 5+ years DoD CI surveillance experience, and JCITA Course familiarity or graduation. Willingness to travel within the NCR and up to 10% travel overall.

Qualifications

  • TS/SCI w/Poly or ability to obtain poly.
  • 5+ years of demonstrated experience conducting, instructing, or supervising DoD Cl surveillance.
  • Expert knowledge of threat country foreign intelligence entities’ (FIE) methodologies, TTPs.
  • Experience as a JCITA Cl Surveillance Course Instructor or graduate of the JCITA Cl Surveillance Course.
  • Able to sit/stand for up to two hours and walk up to five miles in a day.

  • Provide world-class CI Surveillance Course (CSC) instruction.
  • Plan, conduct, and debrief discreet CI surveillance instruction to support CI missions and protect investigations.
  • Deliver classroom-based instruction; assess student performance in long field exercises up to 8+ hours, with weekend components.
  • Provide SME support for course development and mentorship in OFCO support to CI.
  • Employ blended learning techniques including eLearning, lectures, and hands-on demonstrations.

The Opportunity:

The Defense Intelligence Agency (DIA) JCITA program is the crown jewel of the Department of Defense and Intelligence Community enterprise in enabling CI personnel in their mission to protect our nation from adversarial threats. CI Agents’ abilities to counter espionage, terrorism, and insider threats hinge upon JCITA’s advanced CI training.

From its inception, our JCITA Instructor program has grown and evolved well past the original vision. Changes in the CI landscape have necessitated the support of an agile, innovative team, and a solid business partner in CACI, to ensure the program continues to deliver the quantity and quality of training for a successful DoD CI program.

Responsibilities
  • You are responsible for providing world-class Cl Surveillance Course {CSC) instruction.

  • Plan, conduct, and-debrief instruction of discreet CI surveillance operations in support of CI missions (JAW EO 12333, the Intelligence Authorization Act, and the DoD 5240. /6) so that graduates can proficiently conduct discreet CI surveillance and closely observe the activities of a person of CI interest without compromising a CI investigation or operation.

  • Deliver classroom-based instruction and assess student performance in field exercises that frequently exceed 8-hours a day, includes weekends, and requires travel within the NCR. Travel within CONUS is required up to seven (7) times per year for two weeks each time.

  • You will provide CI subject matter expert expertise for course development, instruction, and mentorship in OFCO support to CI.

  • Employ blended learning techniques to include a combination of eLearning tools, lectures, classroom discussions, team exercises, readings, case studies, role plays and demonstrations of required skills through work-related tasks.

Qualifications:
  • TS/SCI w/Poly or ability to obtain poly.
  • Five years of demonstrated experience conducting, instructing, or supervising DoD Cl surveillance.
  • Possess expert knowledge of threat country foreign intelligence entities’ (FIE) methodologies and tactics, techniques, and procedures (TTPs).
  • Experience as a JCITA Cl Surveillance Course Instructor or be a graduate of the JCITA Cl Surveillance Course.
  • Able to sit and stand for up to two (2) hours at one time and be able to walk for up to five (5) miles in one day.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$70,800 - $148,600
