Job summary

Bluehawk, LLC is seeking a Counterintelligence Specialist to serve as the Passage Material (PaM) Coordinator, providing operational CI support to USINDOPACOM J2X. The role focuses on processing PaM nominations, ensuring alignment with CCMD goals and OFCO authorities, and coordinating across command elements.

The ideal candidate understands CI operations, PaM policies under DoDI S-5240.09, and has strong coordination and documentation skills to support CI planning and mission priorities.

Qualifications

• Experience supporting CI operations, targeting, or CI mission planning.
• Knowledge of DoDI S-5240.09 and policies governing Passage Material and OFCO authorities.
• Strong analytic, organizational, and documentation skills, particularly in support of operational approval processes.
• Ability to coordinate across multiple staff sections, service components, and supporting agencies.
• Excellent written communication skills with the ability to produce accurate and compliant operational documentation.

Responsibilities

• PaM & Offensive CI Operations Support: supports J2X in DoDI S-5240.09 requirements and aligns PaM with CI objectives.
• PaM Processing & Decision Documentation: manages PaM processing workflow for CCMD and ensures proper documentation and status updates.
• Compliance, Coordination & Liaison Functions: acts as CCMD focal point for PaM coordination across components and external partners.
• PaM Development & Mission Alignment: works with CCMD staff to develop and validate PaM supporting CI requirements.
