The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.
The Counselor in Charge is located in the Morehead City Satellite Office and is responsible for providing vocational rehabilitation services to eligible individuals with disabilities, supporting them in achieving and maintaining competitive employment. The role manages a high volume of monthly referrals and delivers services in accordance with State, Federal, and Agency policies and guidelines. The incumbent exercises independent judgment in casework decisions, except in instances requiring approval by the Unit Manager, Chief of Policy, or other designated authority. This position also provides guidance and instruction to assigned counselors on casework issues, reviews and approves casework for designated Rehabilitation Counselor I staff, and monitors assigned caseloads for outcome goals, budgets, and overall program management. Caseload assignments for casework approval are determined by the Unit Manager based on unit needs.

Salary Grade Range $50,088 - $87,654
Recruitment Range $50,088 - $72,000
Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours
