Key Responsibilities

• Provide orientation to new patients regarding program rules, policies, procedures, and patients' rights.
• Conduct intakes, discharge planning, initial assessments, and treatment plans within required timeframes and regulatory guidelines.
• Involve patients in assessment, treatment planning, and intervention to empower their recovery.
• Administer biopsychosocial assessments at intake and ongoing basis.
• Utilize patients’ Strengths, Needs, Ability, and Preferences (SNAP) to develop individualized treatment plans.
• Monitor and document changes in patient circumstances and address relapse indicators for early intervention.
• Comply with Medical Q.A and Clinical Risk Management Policies, including:
  • Evaluate high‑risk conditions at intake.
  • Administer screening tools (BAM-R, C-SSRS, GAD-7, PHQ-9).
  • Assess risk factors and determine appropriate treatment settings.
  • Coordinate referrals and waivers for inter‑professional communication.
  • Flag high‑risk patients to leadership and refer per policy.
  • Review physician notes for high‑risk factor resolution.
  • Advise staff of high‑risk patients and circulate meeting minutes.
• Provide professional counseling and referral services, including:
  • Maintain referrals to specialized services, support groups, and community resources.
  • Conduct individual and group counseling as clinically necessary (relapse prevention, anger management, family preservation, etc.).
  • Use advanced techniques such as CBT and Motivational Interviewing.
  • Schedule sessions, issue appointment cards, and record in EHR scheduler.
  • Document counseling entries per regulations and policies.
  • Engage in community relations, outreach, training, research data collection, urine sample observation, and team meetings.
• Other duties as assigned.

Qualifications

• Counselor I: $20–$21/hour
  • Associate degree or majority of approved counselor certification courses; Kern County requires a bachelor's degree or 75% of required courses.
  • Registration/certification by a recognized certifying organization; proof required immediately upon employment.
  • 0–2 years of experience.
• Counselor II: $21–$24/hour
  • Associate degree or majority of approved counselor certification courses; Kern County requires a bachelor's degree or 75% of required courses.
  • Registration/certification by a recognized certifying organization; proof required immediately upon employment.
  • 2–5 years of experience or Master level.
• Counselor III: $24–$27/hour (Certified) & $27–$30/hour (Licensed)
  • Licensed, license‑eligible, or certified in relevant field.
  • Certification as an Alcohol and Other Drug Counselor or current credentials as licensed/eligible with the Board of Behavioral Sciences or Board of Psychology.
  • Proof of licensure or certification required immediately upon employment.
