Job Description
REPORTS TO: Director of Cost and Price
SUPERVISES: None
PURPOSE: To develop competitive estimates for post-delivery contract proposals and/or new construction.
Authorities/Responsibilities
- Review and comprehend technical and administrative documents such as Requests for Proposals (RFPs).
- Assess RFPs to determine scope of project including timeline, labor, materials, and subcontract requirements. May serve on a multi-disciplinary team to assess RFPs.
- Review work specifications, engineering drawings, Liaison Action Requests (LAR), technical manuals, and NAVSEA standard items to provide detailed cost estimates for labor, material, safety, quality, and interferences, including make/buy decisions.
- Develop estimates and preliminary pricing for proposals.
- Input project information into database.
- Participate in proposal reviews with management.
- Validate vendor and subcontractor quotes for related tasks.
- Communicate daily within Estimating Group and with other departments such as EVMS, Contracts, Supply Chain, and Project Management.
- Perform other duties and special projects as requested.
- Act as a Compliance Champion, promoting a culture of compliance and monitoring adherence to laws, rules, and policies.
- Assist in compliance risk assessments and reporting.
- Develop and document compliance training as needed.
- Conduct compliance monitoring, surveillance, and audits, and assist in investigations.
Qualifications / Knowledge / Experience
- Four-year degree in accounting, finance, engineering, or related field, with 4 years’ direct pricing experience, or equivalent combined education and experience totaling 8 years.
- Knowledge of LCS Class Maintenance Plan preferred.
- Understanding of ship construction and trade relationships.
- Experience working with production, support departments, customers, and equipment manufacturers.
- Knowledge of ship terminology.
- Ability to interpret RFQ, engineering drawings, and work specifications.
- Familiarity with government cost accounting practices (FAR, DFAR, CAS) including TINA.
- Knowledge of various estimate/proposal types and government contracts.
- Proficient in Word, Excel, PowerPoint, Outlook.
- Ability to work independently and take initiative.
- Willingness to work irregular and lengthy schedules.
Additional Guidelines
- Must obtain and maintain a security clearance.
- Meet employment eligibility guidelines: be at least 18 years old, provide proof of US Person Status, have no recent felony convictions related to theft, deception, violence, or drugs, and be willing to undergo drug screening and background checks.

Salary Range
Salary depends on experience: $81,808 - $115,423
