Job description

The Program Development, Coordination, and Support Directorate is responsible for the design, coordination, and management of OBO’s construction and renovation programs.

The Department of State (DOS), Bureau of Overseas Buildings Operations, Directorate of Project Development, Coordination and Support, Office of Cost Management (OBO/PDCS/COST), requires cost estimating services to complete the task requirements stated below.

As a Cost Estimator assigned to an organizational element of the Office of Cost Management (OBO/PDCS/COST), the incumbent performs a wide range of cost estimating and cost management consulting duties associated with overseas construction and maintenance projects for which OBO is responsible. The responsibilities include, but are not limited to:

  1. Reviewing and supporting the preparation of estimates for construction projects and providing cost analysis and management services, including program, cost and price analysis, cost planning, concept cost estimating, budget development, detailed cost estimating through project phases, preparation of Independent Government Estimates (IGEs), proposal price analysis, and data management.
  2. Advising on construction market surveys, gathering in-country construction cost data, evaluating laws, taxes, and conditions affecting costs, and discussing cost issues with foreign officials.
  3. Analyzing project and program requirements to prepare conceptual and detailed budget estimates from various scope documents, updating estimates based on scope changes, and reviewing estimates for design and construction alternatives.
  4. Preparing cost estimates at all project development phases, ensuring standard formats are used, and preparing Current Working Estimates (CWEs) per program requirements and policies.
  5. Providing professional services on cost engineering, analysis, management, and control, ensuring adherence to project budgets.
  6. Conducting risk analyses, developing risk registers, identifying mitigation strategies, and negotiating risk-related cost estimates with A/E firms.
  7. Coordinating cost estimates with other OBO organizations and stakeholders, ensuring quality and performance standards are met.
  8. Preparing reports, drafts, correspondence, and participating in project meetings, and communicating work-related information effectively.
  9. Staying current with cost engineering theories, principles, and methodologies, and providing input on policies and procedures.
  10. Analyzing contractor proposals, preparing price analyses and technical reports to support negotiations, and advising on contract cost aspects.

Requirements:

  • Must be a U.S. citizen.
  • Demonstrated experience in MS Excel, Word, Outlook, and Cost Estimating software.
  • Understanding of engineering cost management and control methods, construction practices, and professional engineering disciplines.
  • Knowledge of construction contracts, procurement techniques, and overseas construction project delivery challenges.
  • Skills in acquisition strategy, budget monitoring, contract evaluation, cost management, and familiarity with various contract types.
  • Knowledge of cost models, including parametric and scalable computerized models.
  • Understanding of U.S. laws and regulations related to procurement for overseas projects.
  • Ability to plan, prioritize, and communicate effectively both orally and in writing.
  • Bachelor’s Degree and at least 11 years of relevant experience in construction cost estimating.
