Job description

The Program Development, Coordination, and Support Directorate is responsible for the design, coordination, and management of OBO’s construction and renovation programs.

The Department of State (DOS), Bureau of Overseas Buildings Operations, Directorate of Project Development, Coordination and Support, Office of Cost Management (OBO/PDCS/COST), requires cost estimating services to complete the task requirements stated below.

As a Cost Estimator assigned to an organizational element of the Office of Cost Management (OBO/PDCS/COST), the incumbent performs a wide range of cost estimating and cost management consulting duties associated with overseas construction and maintenance projects for which OBO is responsible. The responsibilities typically include, but are not limited to, the following:

  1. Reviewing and supporting the preparation of estimates for construction projects; providing a complete range of cost analysis and management services, including program, cost and price analysis, cost planning, concept cost estimating, budget development, detailed cost estimating throughout project phases, preparation of Independent Government Estimates (IGEs), proposal price analysis, and data management for historical database requirements.
  2. Advising on construction market surveys, gathering in-country construction cost data, evaluating laws, taxes, and conditions affecting costs; engaging with foreign officials on cost issues such as real estate, utility requirements, tax regulations, and economic factors.
  3. Analyzing project and program requirements to prepare conceptual and detailed budget estimates, updating estimates based on scope, and reviewing estimates for design and construction alternatives.
  4. Preparing budget estimates at all project phases, ensuring estimates follow standard formats, and producing Current Working Estimates (CWEs) per Office policies.
  5. Providing professional services and cost analysis, applying disciplined cost management controls to adhere to budgets.
  6. Conducting risk analyses including developing risk registers, identifying mitigation strategies, and negotiating risk registers with A/E firms.
  7. Coordinating cost estimates with stakeholders, ensuring quality and performance standards are met.
  8. Preparing reports, drafts, correspondence, and participating in project meetings, communicating effectively with management.
  9. Maintaining knowledge of cost engineering principles, updating policies, and providing input for procedures.
  10. Analyzing contractor proposals, comparing with IGCEs, and supporting contract negotiations.
  11. Advising on cost aspects of contracts with architectural/engineering consultants.

Requirements:

  • Must be a U.S. citizen.
  • Demonstrated experience with MS Excel, Word, Outlook, and Cost Estimating software.
  • Understanding of engineering cost management, construction practices, and professional disciplines.
  • Knowledge of construction contracts, procurement methods, and overseas project delivery challenges.
  • Skills in acquisition strategy, budget monitoring, contract evaluation, and cost management.
  • Knowledge of proposal pricing options and cost models.
  • Familiarity with U.S. laws and regulations governing overseas construction procurement.
  • Ability to plan, prioritize, and communicate effectively.
  • Bachelor’s Degree and at least 11 years of experience in construction cost estimating.
