Job summary

Quadrant, Inc. is seeking a senior Cost Estimator in Warrenton, VA, to translate unburdened costs into fully burdened estimates for field deployments.

You will account for hardware, labor, escalations, and software licensing while refining legacy models and building scalable tools for rapid estimation. The role requires Top Secret with SCI, 8+ years in DoD cost estimation and 5+ years in a DoD program office, plus expert MS Office skills and strong communication.

Qualifications

  • Active Top Secret with SCI clearance.
  • 8+ years of cost estimation, financial planning and analysis in the DoD.
  • 5+ years in a DoD Program/Execution office.
  • Extensive experience developing cost estimation models for the government.
  • Experience developing CARDs (Cost Analysis Requirements Descriptions).
  • Experience maintaining credible, defensible Government Cost Estimates (including LCC, IGCEs, ROMs).
  • Experience reviewing MIPRs for Government approval.
  • Advanced MS Office skills (SharePoint, Word, PowerPoint).

Responsibilities

  • Translate unburdened cost into fully burdened cost for site deployments.
  • Account for base hardware costs, cost model escalations, labor, travel, and software licensing.
  • Deconstruct legacy cost models from data outputs with strong analytical skills.
  • Develop a scalable tool to generate new cost estimates quickly.
  • Draft and maintain Standard Operating Procedures for repeatable methodology.
  • Prepare CER presentations and participate in formal estimate reviews.
  • Prepare CARDs in government-approved format.
  • Produce reports and presentations explaining CARDs and recommendations.
  • Review 7600B’s and MIPRs for accuracy and completeness.
  • Review payment logs and ensure ceiling accuracy for processing.
  • Assign funding codes and update funding logs.
  • Prepare coversheets and submission documentation.
  • Return to customer for additional information or corrections.
  • Review and sign O2C coversheet or return for correction.
  • Submit payments and documents to O2C Team and update funding log.
  • Identify funding solutions and analyze budget proposals for portfolio impact.
  • Perform cost-benefit analyses to determine value.

Requirements
  • Active Top Secret with SCI
  • 8+ years of hands‑on experience with cost estimation, financial planning and analysis in the DoD
  • 5+ years of experience working in a DoD Program/Execution office
  • Extensive experience developing and refining cost estimation models for the government
  • Experience developing Cost Analysis Requirements Descriptions (CARD)
  • Experience developing, maintaining, and updating credible, defensible, and replicable Government Cost Estimates, including Life‑Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget Excursions, ROMs, and Program Contractor Cost Estimates to support annual Program Objective Memorandum (POM) submissions for Government Customers in any phase of the acquisition life cycle
  • Deep experience creating and reviewing MIPRs for Government approval
  • Knowledge of DAI
  • Advanced MS SharePoint, Word, and PowerPoint skills; proficient MS Teams, Excel, and Outlook application skills
  • Excellent communication skills, both written and verbal
  • Highly organized with the ability to track multiple tasks

Responsibilities
  • Translate unburdened cost into fully burdened cost for site deployments in the field
  • Account for base hardware costs, program cost model escalations, labor, installation travel, and per‑endpoint software licensing
  • Deconstruct, understand, and map out the legacy cost model from existing data outputs using strong analytical skills
  • Develop a standardized, scalable tool to rapidly and accurately generate new cost estimates once the legacy model is understood
  • Draft and maintain formal Standard Operating Procedures to ensure methodology is documented and repeatable by other team members, eliminating single points of failure
  • Prepare Cost Estimate Review (CER) presentations and participate in formal estimate reviews as directed by the Government
  • Prepare Cost Analysis Requirements Descriptions (CARD) in the government‑approved format
  • Prepare comprehensive reports, papers, and/or presentations explaining all facets of CARD to justify results and make recommendations
  • Review incoming 7600B’s and MIPRs for accuracy and completeness
  • Review agreement and total payment log to ensure ceiling is accurate for payment processing
  • Assign RMO # and update funding log with payment information
  • Prepare coversheet and corresponding documentation for folder and submission
  • Return to customer for additional information, signatures, or corrections if needed
  • Review and sign O2C coversheet or return for correction
  • Submit payments and all documentation to the O2C Team and update funding log
  • Identify and propose funding solutions for the portfolio
  • Review and analyze budget proposals and funding requests, and identify anticipated impact on proposed decisions for the portfolio
  • Conduct cost‑benefit analyses to determine value
  • Review funding requests and make recommendations to the Government
  • Perform analysis on budget to develop leadership insights and present results
