Job description

Position: Cost Estimator
Location: Arlington, VA Area; Remote with some travel, NTE 25%

Position Summary:
We are seeking an experienced Cost Estimator within our MOCA Services Division with expertise in cost estimating for federal construction contracts, Requests for Proposals (RFPs), and Requests for Equitable Adjustments (REAs). The ideal candidate will be responsible for preparing federal construction project cost estimates that support project bidding and execution. Periodic travel may be required to project sites each month - typically one week per month.

Duties and responsibilities:

· Prepare detailed cost estimates for federal construction projects, including materials, labor, and equipment.

· Analyze project specifications, drawings, and RFPs to develop comprehensive cost estimates.

· Develop and maintain project budgets and cost control systems.

· Prepare and submit REAs and other cost-related documentation for federal contracts.

· Collaborate with project managers, engineers, and other stakeholders to gather cost data and update budgets.

· Monitor project expenditures and identify cost variances.

· Conduct cost analysis and provide recommendations for cost-saving measures.

· Prepare and present cost reports and forecasts to management and clients.

· Ensure compliance with federal regulations and contractual obligations.

· Assist in the preparation of bids and proposals for federal construction projects.

· Maintain accurate and up-to-date cost documentation and records.

Qualifications:

  • Bachelor's degree in construction management, ABET-accredited engineering, architecture, or a related technical field is required.

· Minimum of five years of experience in cost estimating for federal construction contracts.

· Proficiency in cost estimating software and tools such as MII, PACES, RS Means.

· Strong understanding of federal construction processes, regulations, and project management principles. Experience with USACE and NAVFAC is preferred.

· Experience with RFPs and REAs in the federal construction sector.

· Excellent analytical and problem-solving skills.

· Ability to work collaboratively with cross-functional teams.

· Strong communication and presentation skills.

· Detail-oriented with strong organizational skills.

· Ability to manage multiple projects and priorities simultaneously.

Required Certifications:

· Must have Certified Cost Professional (CCP) certification or able to obtain within six months.
