Job summary

BB&E Inc. seeks a Cost Engineer in Jacksonville, FL to support NAVFAC Southeast with design, analysis, and review for Navy and Marine Corps facilities. The role requires engineering expertise in cost estimation, budgeting, and coordination across disciplines to deliver code-compliant, high-quality projects.

Candidates should have 10+ years of cost engineering experience, ABET/NAAB accredited education, and knowledge of DoD/NAVFAC criteria. CCP/CCE certification is desirable but not required.

  • Experience preparing detailed analyses, drawings, and cost estimates for DoD or NAVFAC facilities or large-scale commercial facilities.

Job description

Position Summary

BB&E is seeking a Cost Engineer to provide technical design support for NAVFAC Southeast in Jacksonville, Florida. The Structural Engineer will be responsible for the design, analysis, and review of new construction, repair, and renovation projects for Navy and Marine Corps facilities. This role supports mission-critical infrastructure efforts and requires collaboration with multidisciplinary teams to ensure high-quality, code-compliant designs that meet NAVFAC and DoD standards.

Job Duties & Responsibilities
  • Provide independent, timely and professional cost engineeringsupport, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development. Utilizing knowledge of engineering and architecture as it relates to cost.
  • Participate in planning, budgeting, designing and construction of substantial new construction, renovation and improvement projects for a variety of complex military construction projects.
  • Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
Requirements

  • Demonstrated experience preparing detailed analyses, drawings, and cost estimates for DoD or NAVFAC facilities or large-scale commercial facilities.
  • Certification as a Certified Cost Professional (CCP) as issued by the American Association of Cost Engineers or a Certification as a Certified Cost Engineer (CCE) issued by the DOD is desirable but not required.
  • Professional knowledge and skill in applying the theories, concepts, principles, computer system applications, and methodology of any one of the following engineering/architectural sciences: Architecture, Civil, Mechanical, or Electrical Engineering, relevant to the full range of construction activities; conduct of studies and analysis of requirements for cost, labor, and/or materials; evaluation and advice on cost estimates and contract change orders.
  • Professional knowledge of cost engineering concepts, theories, principles, practices, and techniques necessary to plan, design, construct and maintain a wide range of shore based engineering projects.
  • Knowledge of DoD and Navy cost engineering criteria and policy.
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting cost engineering design throughout the NAVFAC Mid-Atlantic AOR.
  • Knowledge of related architectural and engineering fields and their associated impacts as related to cost engineering design.
  • Knowledge and experience with Autodesk software, Microsoft Office products, cost engineering software and other applicable DoD computer systems and software used by the Command.
  • Ability to produce results of analysis in writing; consolidate findings of others; and evaluate recommendations and facts.
  • Ability to communicate effectively to make oral presentations of proposed designs and results of studies.
  • Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of and skill to work in full compliance with Safety Policy and Guidance, to include use of personal protective equipment.
Experience & Education
  • A minimum of 10 years of professional cost engineering accepted standard of practice (code) experience for new construction cost engineering, including renovation cost engineering experience, is required.
  • Education:
  • Completion of a course of studies from the Accreditation Board for Engineers and Technology (ABET) or National Architectural Accrediting Board (NAAB) accredited program from a college or university leading to a bachelor's or master's degree in one of the following: electrical, mechanical, civil engineering or architecture.
  • The degree must also be supplemented by a considerable amount of hands-on design experience. It is desired that the candidate has 3-5 years of prior work experience in the design and/or construction fields and 5-10 years of cost engineering experience.
Physical Requirements
  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time.
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle, or feel objects or controls; reach with hands and arms.
  • Capable of lifting up to 10 lbs.
  • Ability to see details of objects that are less than a few feet away.
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone.
