Job summary

Harris & Associates seeks a seasoned Cost Controller for its Education team in Los Angeles to maintain project budgets, forecasts, and cost controls across multiple funding sources. You will collaborate with PMO, schedulers, and project managers to keep financial goals on track.

The role emphasizes EAC/ETC analyses, change management, and monthly reconciliations using Proliance and Deltek Costpoint. 5–10 years in cost controls and a related BS/BA are required, with a flexible hybrid/remote work

Qualifications

• 5–10 years of professional experience in program and/or cost controls on a construction program.
• BS/BA degree in Engineering, Construction Management, Business, or related field; additional qualifying experience may substitute education.
• Experience across the entire project life cycle.
• Knowledge of cost/schedule management, earned value management, change management, forecasting, and risk assessment.
• Ability to present data to management in an organized manner.
• Exceptional communication skills.
• Ability to adapt to changing requirements and fast-paced environments.
• Ability to work as part of a team.

Responsibilities

• Maintain and manage project budgets and forecasts per established cost management procedures and policies.
• Collaborate with Project and Construction Managers in drafting white papers for project establishment, re-baselining, and securing funding for capital projects.
• Participate in monthly Estimate at Completion (EAC) reviews with the PMO to provide variance analysis.
• Allocate and manage Estimates to Complete (ETCs) for projects, including change orders, task orders, vendor portal requests, and PBAs.
• Contribute to change management and risk assessment meetings to analyze cost-related risks and mitigation strategies.
• Analyze cost variances, performance data, and trends to identify impacts on budgets and recommend corrective actions.
• Perform monthly reconciliation of budget and costs for accurate month-end reporting.
• Review project budgets and expenditures across funding sources to align with financial goals.
• Work with scheduling teams to assess cash flow and schedule impact on costs and forecasting issues.
• Review and analyze financial reports and progress data to identify risks and provide insights.
• Examine staffing plans to optimize resource use and reduce costs.
• Assist in preparing contract amendments, PBAs, and change orders for proper budget allocation.
• Ensure compliance with district policies on cost management for multi-funding projects.
• Generate detailed financial and budget reports using Proliance, Deltek Costpoint, and other standard tools.
• Create and deliver tailored budget and schedule reports for stakeholders.
• Serve as primary contact for College financial information requests from CPLT and PMO.
• Process budget transfers, closeouts, and procurement documentation in cost management systems.
• Collaborate with PMO to validate budget data and develop dashboard reports.
